195--eltn) 6-7171 <br /> !17— er <br /> 7689 Schiller Court <br /> Verona, WI 53593 <br /> (Town of Middleton) <br /> June 17, 1988 <br /> Ms. Shary Bisgard <br /> Chairman - Agriculture, Environment and Land Records <br /> Room 110 <br /> City-County Building <br /> Madison, WI 53709 <br /> Dear Ms. Bisgard: <br /> On June 14, 1988, I attended the meeting to discuss the issuance of a <br /> permit to allow Jungbluth the privilege to extract minerals from the <br /> acreage adjoining the Hideaway Landfill in the Town of Middleton. Since <br /> the hour was very late when the issue came up and others seemed to express <br /> our views and concerns, I did not speak before the committee. Please <br /> accept my thoughts at this time. <br /> Although Mr. Jungbluth is requesting the permit, it is my understanding Mr. <br /> DeBeck of the Hideaway Landfill will be extracting sand and clay. The <br /> permit proposal states the extracted material will be used for nearby lobs. <br /> The landfill cap is not indicated. After a conversation with Mr. DeBeck, <br /> it appears he intends to use any suitable clay from the considered acreage <br /> to cap the landfill. It is also my understanding he intends to truck <br /> extracted sand to other locations and have the truck return with clay for <br /> the landfill cap. After mineral extraction, will conditions allow drainage <br /> to the adjoining landfill? Will the extraction have an affect on landfill <br /> leachates? It would seem prudent to obtain the capping material from sites <br /> that could not affect the troubled landfill. <br /> A mining permit previously issued to Mr. DeBeck, for mining at the landfill <br /> site, was rescinded prior to the landfill closing. Could the current <br /> permit be used for some of the same purposes? <br /> Although there was opposition and qualified advice against the landfill <br /> site, operations commenced in 1974. Problems developed, the landfill <br /> remained open. Finally, the landfill is closed. Hopefully, cleanup is <br /> underway. Let's not make mistakes at this time. Decisions today may have <br /> a long-term affect on the landfill problem. <br /> If the requested permit is considered feasible, the following should be <br /> considered: <br /> - limit extraction to specific materials, namely clay <br /> - use of extracted materials restricted to capping adjoining <br /> landfill <br /> - issuance of short-term permit so performance can be monitored. <br />
