Bill Fleck, Zoning Administrator
Room 116, City-County Building
2 210 Monona Ave
Madison 53709
Dear Members of the Committee,
This letter is to urge the Committe to DENY the request for a rezoning
of land adjacent to Lower Mud Lake Wetlands from A-1 Conservancy to RH-3 as
presented in Petion No. 3815.
In support of DENYING this petition are the following:
1. Granting of the petition would be in violation of the Town of Dunn Land
Use Plan.
2. The Town of Dunn Land Use Plan was written and adopted by vote of the
electorate in order to provide for the protection of vital agricultural and
natural ecosystems within the Town as well as to provide for residential
development in other areas of the Town. The Petition deals with an area that
is dedicated to the protection of vital agricultural and natural ecosystems.
The protection of the agricultural and natural ecosystems provided by
Agricultural Conservancy Zoning must be maintained.
j
3. The petition is in violation of the Dane County Land Use plan which
includes as an amendment the Town of Dunn Land Use Plan.
4. The provision for Exclusive Agricultural Zoning of this parcel and
adjacent parcels has been clearly known and stated for over a decade, ever
since the adoption of Exclusive Agricultural Zoning, a zoning designation
that was proposed and fully supported by Dane County. Buyers of land by law
must be informed of this zoning by the seller, and the record of the Town and
its Land Use Plan clearly indicate that the purposes of Agricultural
Conservancy Zoning are exactly what its label says.
5. The area in question here is a sensitive area ecologically, particularly
because of its inclusion of the Lower Mud Lake ecosystem which, through its
combination of open water, wetlands, and adjacent natural and agricultural
uplands, constitutes one of the most important areas for wildlife in southern
Wisconsin and in Dane County.
