Smiley, Director of Community and Regional Development Ping. <br /> DATE: April 2, 1987 <br /> RE: Supplemental Staff Comments on Petition #3860 <br /> Menard's Proposed Home Improvement Center <br /> Since the original comments made In January, the plan has been revised and the <br /> petition amended on March 23, 1987. These comments relate to the revised plan <br /> and amended petition. + + <br /> The site Is partially within the central urban 'service area, however the <br /> proposed building locations are completely outside the service area. They are <br /> In the Transition Area of the Dane County Farmland Preservation Plan adopted <br /> in 1981 . The quoted policies are from that plan. <br /> The transition area is intended to preserve land as agricultural until it <br /> is needed for development . The policy is: "The policies for these areas <br /> are the same as the Agricultural Preservation Areas, except that they are <br /> adjacent to existing urban service areas and suitable for future <br /> development.!' <br /> A comment in the adopted plan states: "This recognizes the longer term <br /> potential use, but does not allow development at this time since the area <br /> Is not needed and cannot be efficiently provided with services. Only <br /> very limited unsewered development will be allowed, since in the long <br /> term this area may be sewered. To add area to the urban service area, a <br /> plan amendment is required." <br /> Staff comment: There Is no local plan for provision of urban services to <br /> this area. The application indicates a private sewage disposal and well <br /> system are proposed. Development of this magnitude, plus the amount of <br /> other development likely to follow If this Is approved should have urban <br /> services. <br /> Commercial development policies state: "Commercial development shall be <br /> served by public sewer except for highway service centers or low <br /> employment storage type uses. " "Commercial development shall be <br /> compatible with adjacent uses and shall be environmentally sound." <br /> "Commercial development at any highway Interchange shall be controlled to <br /> promote safe, compact , convenient highway oriented facilities." <br /> RPC <br />
