l (} <br /> Memorandum - 4/02/87 <br /> Page 2 <br /> Staff comment: Although the property is near a highway interchange, the <br /> proposed use is not highway commercial nor Is it a low employment , <br /> storage type of use. Because the immediate area surrounding the site is <br /> largely undeveloped, land use compatibility remains a concern for the <br /> future. Given the nature of the development and the existence of a B-1 <br /> Commercially zoned strip adjacent to the property and along Mineral Point <br /> Road, there is a need for preparing and following a development plan. <br /> Such a plan should indicate the type of uses, their arrangement and how <br /> the development will relate to the adjacent now commercial lands. <br /> - Transportation Issues have been partially addressed by relocating the <br /> access to the west along Mineral Point Road, and by addition of turning <br /> lanes. However, there will be more traffic on Mineral Point Road and <br /> there will be pressure for more development both north and south of the <br /> proposed site. A street circulation plan for this area is needed. Part <br /> of that circulation plan must consider access from County M. When <br /> considering access this again raises the land use question of what type <br /> of development is desired. <br /> - Storm drainage on the original site plans had the buildings In the <br /> drainageway, which has been officially mapped by the City of Madison as a <br /> proposed parkway. The revised plan has relocated the building and shows <br /> parking on an area designated for greenway. As a part of a development <br /> plan for the area, storm drainage needs to be planned and provided for . <br /> in general , the proposal is beyond the urban service area, ahead of available <br /> public facilities and services. In time, these facilities and services may <br /> catch up but it Is Important that this development be carried out in <br /> accordance with an area development plan.
