• <br /> -2- <br /> Initial construction anticipates the development of a single 18-hole golf <br /> course of championship caliber and general recreational quality. Master <br /> planning for the entire site includes areas set aside for a major golf <br /> instructional center which is planned to include a state of the art teaching <br /> area or practice range and an academy course of nine high quality, but <br /> relatively short, holes which is conducive to play by those who are learning <br /> or developing golfing skills. To provide future expansion, when and if <br /> needed, the site is planned for future long range expansion to include a <br /> second championship length 18-hole course. These major use components, as <br /> outlined, would require utilization of the entire site of 584.8 acres <br /> currently under the ownership of the University of Wisconsin Foundation. <br /> (b) Time Schedule for Development <br /> The development of these facilities are to be phased by the Foundation. <br /> Upon construction completion of each of the various facilities outlined, that <br /> portion of the site containing a completed facility will be conveyed to the <br /> Board of Regents of the University of Wisconsin. Portions of the land <br /> awaiting future use for golf or recreational development may continue in <br /> agricultural use under the management of the UW Foundation as at present. <br /> Actual construction of the initial phase of the project is still dependent <br /> upon final completion of a fund raising campaign by the University of <br /> Wisconsin Foundation. Funds donated to the Foundation for this purpose <br /> currently total approximately $3.0 million dollars. <br /> Present planning calls for a start of construction on the initial 18 holes <br /> of golf at the site in late summer of 1987. No construction may occur until <br /> State of Wisconsin legislative approval is obtained, which is anticipated to <br /> be forthcoming on or about July 1, 1987. <br /> With a late summer construction start in 1987, completion of construction <br /> would be expected to occur during the Fall of 1988. Peculiar to golf courses <br /> is the need for a 'grow-in' period of at least a year following construction <br /> completion. It is, therefore, hoped that initial minimal play could occur <br /> during the Fall of 1989 and that full annual operation for the initial 18 hole <br /> course would commence in 1990. Major portions of the recreational trail <br /> system are anticipated to be available on approximately the same schedule. <br /> The timing of future phases of golf and recreational development on the site <br /> are entirely dependent upon the availability of donated gift funds or upon <br /> revenues as well as upon future market needs for additional golfing and <br /> recreational facilities. <br /> (c) Description of land uses within 300 feet of the property to be re-zoned. <br /> (attached) <br /> (d) Acreage or square feet of the area proposed for re-zoning.
