provided, however, that if within said forty-five (45) day <br /> period, the Review Board gives written notice of the fact <br /> that an additional thirty (30) days is required for the <br /> consideration of such document or documents, it shall be <br /> conclusively presumed that the Review Board has approved <br /> such document or documents if it fails either to approve or <br /> disapprove the same within such additional time period. In <br /> the event the Review Board disapproves any document <br /> submitted to it pursuant to these declarations, it shall <br /> notify the owner submitting same of such disapproval giving <br /> the specific reasons for such disapproval in writing. <br /> D. COMPLETION CERTIFICATE. Within thirty (30) days after a <br /> written request by an owner of land within the Parcel is <br /> delivered to the Review Board, the Review Board shall <br /> inspect the premises. If the Review Board agrees that the <br /> improvement has been constructed substantially in accordance <br /> with the preliminary rendering and final plans and <br /> specifications approved by the Review Board and/or the <br /> landscaping has been completed substantially in accordance <br /> with the general landscape plan approved by the Review <br /> Board, the Review Board shall furnish to such owner a <br /> certificate in recordable form certifying that said <br /> improvement was constructed and said landscaping was done <br /> substantially in accordance with the Declarations . In the <br /> event the Review Board does not agree that the improvement <br /> has been so constructed and/or the landscaping has been so <br /> completed, the Review Board shall provide the owner with a <br /> -5- <br />
