E. Public,Local Government,And Agency Input <br /> As noted earlier, the Town Board of the Town of York approved this petition with the aforementioned <br /> conditions. It should be noted that the Town approved the petition as a rezone to the A-2 (8) District <br /> based on the gross acreage (8.5 acres) of the property. Chapter 10, Zoning, of the DCCO defines the <br /> zoning lot sizes based on the net acreage, which in this case is 7.9 acres, which requires that the subject <br /> property be rezoned to A-2(4). <br /> The Dane County Land Conservation Department indicated that it would like to see, in addition to the <br /> required erosion control plan, a stormwater management plan for the long-term safe conveyance of water <br /> on the site due to the large area of exposed soil associated with the outdoor riding arena/paddock. Also, <br /> the Department indicated that it would like to see a simple manure stacking plan for any short-term <br /> manure storage prior to it being disbursed over the remaining 160 acres owned by the applicant. The <br /> Dane County Land Conservation Department can be contacted at (608) 224-3730 for guidance in <br /> preparing these plans. <br /> No other comments were received from any other Dane County agencies regarding this petition. <br /> HI. CONCLUSIONS <br /> A. Summary of main issues/findings <br /> Gary Grundahl is requesting to rezone 7.9 acres from the A-1 Agriculture (Exclusive) District to the A-2 <br /> (4) Agriculture District with a Conditional Use Permit (CUP) to allow for: (1) a horse boarding stable, a <br /> riding stable, and horse shows and similar events; (2) unlimited livestock on 3-16 acres; (3) sale of <br /> agricultural and dairy products not produced on the premises and the incidental sale of pop and candy; (4) <br /> retail sales of bridles, saddles, grooming supplies and related items limited to a maximum area of 150 s.£; <br /> and (5) training of horses at a horse boarding facility. There are no significant environmental issues <br /> present. There is only one residence near the subject property. The Town of York has approved this <br /> petition with conditions. The aforementioned town condition needs to be changed to the appropriate <br /> zoning district(i.e. A-2 (4) instead of A-2 (8)). <br /> B. Any recommended conditions of approval <br /> Should the ZNR choose to approve this petition, it may wish to consider the following conditions: <br /> 1. Amended town conditions(to account for the modified rezone district designation): <br /> (a) acreage to be 8.5 acres with the right-of-way; <br /> (b) zoning from A-1 Agriculture(Exclusive)to A-2 (); <br /> (c) balance of acreage to remain with farm due to unlimited livestock to allow for manure <br /> disposal; and <br /> Dane County Planning and Development Department Page 4 of 5 <br /> Staff Report for Petition No. 7596/1576 <br />
