B. Compliance with Adopted Plans <br /> The subject property is located in the Agricultural district of the Town of York Land Use Plan/Town of <br /> York element of the Dane County Farmland Preservation Plan. There is no language in the plan under <br /> the Agricultural district's policies specifically referencing horse boarding and riding facilities. However, <br /> horse boarding and riding facilities generally seem to be perceived as a rural use and compatible with <br /> other typical rural uses throughout Dane County's agricultural districts. <br /> C. Environmental Features <br /> There are no significant environmental features present on the subject area itself. There is an area of <br /> wetlands on Grundahl's 160 acres located at its nearest point approximately 275 ft. to the north of the <br /> subject area, as shown on Attachment A. The productivity of the soils on the subject property are all <br /> categorized as Class II. <br /> D. Site and Neighborhood Planning Issues <br /> The submitted site plan is included here as Attachment B. The building locations and setbacks appear to <br /> meet those required in the proposed zoning district. Access will be via an existing gravel driveway <br /> (indicated on the site plan) that leads to the Grundahl's existing residence, located about 200 ft. directly <br /> north of the northwestern corner of the proposed rezone area. There are two agriculturally related storage <br /> sheds located on the eastern portion of the rezone area; these are also shown on the site plan. There is <br /> also an existing fenced outdoor riding arena located in the western portion of the proposed rezone area. <br /> Associated with this outdoor riding arena is a small press box and five light poles located at roughly equal <br /> intervals along the perimeter of the riding pen. This outdoor arena is currently only used by the applicant <br /> and the applicant's family. <br /> Parking will be provided in the shaded areas on the site plan, adjacent to the north and south of the <br /> proposed stable and indoor arena. The proposed parking areas will be lit by lights on and along the <br /> perimeter of the stable building. There presently is no signage, landscaping, or screening proposed on the <br /> site plan. The site topography is generally flat. Drainage and stormwater management issues are <br /> addressed below under Section II.E.,Public, Local Government, And Agency Input. <br /> There appears to be only one residence near the subject property, which is the aforementioned Conklin <br /> farmstead to the southeast, within a 775 ft. radius of the southeastern corner of the subject property,just <br /> south of Clarkson Road. No opposition to the petition was expressed at the ZNR Public Hearing on June <br /> 22, 1999, and no written opposition has been received by the Department. <br /> The applicant has indicated that he intends to host 20-30 shows per year at the proposed facility. This <br /> show schedule averages out to about two shows each month. Depending on how large the shows are and <br /> how many attendees are anticipated, there may be some traffic issues presented by the shows. At a <br /> minimum, the applicant will need to ensure that the existing driveway and proposed parking areas will be <br /> able to accommodate horse trailers of varying lengths. In particular, the turning radius on the existing <br /> driveway should be examined. Possible performance standards may also be considered, such as <br /> screening, landscaping, and noise control.
