FROM : PHONE NO. : Jul. 21 1999 04:39PM P2 <br /> 3tri <br /> MINUTES OF THE SPRINGDALE TOWN BOARD MEETING--July 19,1999 <br /> IN ATTENDANCE: Chairman Karl Hacker, Supervisor I Steve Burns, Supervisor II <br /> Richard Schwenn, and Clerk Vicki Anderson. <br /> CALL TO ORDER: by Hacker at 8:04 p.m. <br /> APPROVAL OF MINUTES: MOTION by Burns/Hacker to amend the July 19, 1999 minutes <br /> as follows: PLANNING COMMISSION ITEMS: c. Riley Tavern, condition-4. Temporary <br /> no parking signs shall be erected along the south side of Klevenville-Riley <br /> Road where the road passes in front of the Klebba property. Motion carried 3- <br /> 0. <br /> QUARRY BLASTING ORDINANCE: Pat Murphy, State Regulation of Mining provided <br /> information and answered questions re: blasting. Hacker and Anderson will <br /> incorporate some of his considerations into the City of Fitchburg blasting <br /> ordinance and present it to the Town Board for review at the August Town Board <br /> meeting. Citizens in the audience, D. Midthun, L. Howe, W. Hefty, D. <br /> Henderson, B. Wachholz, and C. Kelly, requested an opportunity to review the <br /> info. <br /> LIQUOR LICENSE CHANGE - RILEY TAVERN: The form, "ATTACHMENT TO <br /> ORIGINAL/RENEWAL ALCOHOL BEVERAGE LICENSE APPLICATION, PREMISES DESCRIPTION", <br /> shall be completed by Jim Murphy to amend the current liquor license for Riley <br /> Tavern, Inc. to include the outside serving area, seating area and volleyball <br /> court in the licensed premises, as required per WI St. 125.04 (3) (h) and Code <br /> of Ordinances, Town of Springdale, Sec.7-2-17 (a) . At the August Town Board <br /> meeting conditions for the amended premise description shall be determined. <br /> The following conditions were favorably discussed: <br /> 1. The amended licensed premises, that area outside of the enclosed buildings, <br /> the outdoor consumption area, shall he open for business during the seven <br /> months from April through October. <br /> 2. During this seven month period, amplified sound or music is not permitted <br /> in the outdoor consumption area except for the annual Riley Fest and one <br /> additional outdoor activity per month. During the Riley Fest, amplified sound <br /> or music shall be discontinued at 1:30 a.m. During the other monthly outdoor <br /> special events, amplified sound or amplified music shall be discontinued at <br /> midnight, 12:00 a.m. Other outdoor events, without amplified sound or music, <br /> shall not be limited. <br /> 3. Lighting for the outside consumption area shall be of the type designed to <br /> focus light down, away from neighboring property owners. <br /> 4. The volleyball area shall be lit until 10:00 p.m. <br /> S. The traditional first Saturday of the month bluegrass session shall remain <br /> as is since the music is not amplified. <br /> 6. A fence shall be erected along the edge of the rock wall by the road. <br /> 7. The amended licensed premises shall be accurately depicted on a site plan <br /> which shall be part of the "ATTACHMENT TO THE ORIGINAL/RENEWAL ALCOHOL <br /> BEVERAGE LICENSE APPLICATION, PREMISES DESCRIPTION" . <br /> 8. There shall be a licensed operator with the outdoor consumption area at all <br /> times this specific area is in operation. <br /> 9. Parking_ wasn't specifically discussed? <br /> BEER GARDEN LICENSES REQUIRED FOR OUTDOOR CONSUMPTION AT CLASSS "B" PREMISES: <br /> MOTION by Burns/Schwenn to approve the following revisions to the CODE OF <br /> ORDINANCES, TOWN OF SPRINGDALE SEC. 7-2-17(a) & (b) . Motion carried. <br /> SEC.7-2-17 SPECIAL PERMIT REQUIRED FOR OUTDOOR CONSUMPTION AT CLASS "B" <br /> PREMISES. <br /> (a) REQUIRED FOR OUTDOOR CONSUMPTION. No licensee shall permit the consumption <br /> of alcohol beverages on any part of the licensed premised not enclosed within <br /> the building, except under permit granted by the Town Board. Ther permits are <br /> a privilege in which no rights vest and therefore may be revoked by the Town <br /> Board at its pleasure at any time, or shall otherwise expire on June 30 of <br /> each year. No person shall consume or have in his or her possession alcohol <br /> beverages on any unenclosed part of a licensed premises which is not described <br />
