Once construction <br /> is completed and soil conditions allow, seeding and mulching will be completed. USLE mandates that a <br /> 60-day vegetative cover period during the growing season be achieved after seeding in disturbed <br /> areas. NR 216.46(1) requires 70 percent vegetative cover prior to permit termination. Additional <br /> inspections will continue as needed until both the USLE and NR 216 conditions are met. <br /> Standard ATC Environmental Monitoring forms will be completed during each inspection. The forms will <br /> state the date, time, location, Project phase, person completing the inspection, an assessment of the <br /> erosion and sediment control conditions and/or maintenance needs, and all other relevant information <br /> related to the appropriate Project BMPs. Written documentation of inspections will be maintained at the <br /> construction site and will describe any corrective measures taken, as necessary. <br /> 2.6 Contractors <br /> The contractor(s) that will implement the BMP measures identified in this plan are as follows: <br /> • Erosion control installation: Nik Bertagnoli, Henkels and McCoy <br /> • Erosion control maintenance: Nik Bertagnoli, Henkels and McCoy <br /> • Environmental inspections: GAI Consultants <br /> Project contacts for the contractors listed above and ATC environmental Project personnel are <br /> presented in Attachment 4. <br /> 3.0 Additional Project Permits <br /> In addition to the Dane County Floodplain Land Use Permit, other environmental permit authorizations <br /> for the project include the following: <br /> U.S. Army Corps of Engineers (USACE): Wetland impacts resulting from the Project are eligible for <br /> authorization under the non-reporting category of USACE general permit GP-002-WI. ATC has verified <br /> that the terms and conditions of GP-002-WI can be met. GP-002-WI is included in Attachment 5. <br /> Wisconsin Department of Natural Resources (WDNR): ATC submitted a Notice of Intent (NOI) <br /> to the WDNR requesting coverage under the Construction Site Storm Water Runoff General Permit No. <br /> WI-S067831-5; WPDES General Permit No. WI-S067831-5 and the WDNR approval letter are included <br /> in Attachment 6. <br /> Wetland impacts resulting from the Project will be covered by the ATC/WDNR Memorandum of <br /> Agreement (MOA) dated February 22, 2016. This MOA recognizes ATC's acceptance into the Green Tier <br /> Program, and provides an efficient means for wetland and waterway impact authorization by the <br /> WDNR for ATC projects that would be eligible for authorization under several existing state statutes. <br /> ATC has verified that the terms and conditions of the MOA and associated state statutes will be met. <br /> The MOA is included in Attachment 7. <br /> Local Governments: The project is located in several different political jurisdictions. A Dane County <br /> Shoreland Erosion Control Permit was obtained for the Project (Permit Number SE2016-0424; <br /> Attachment 8), and all other local permits for each affected political jurisdiction will be obtained prior <br /> to the start of construction. In addition, ATC's Real Estate staff and contractor will acquire all non- <br /> environmental permits required to start construction. <br /> Portions of the Project are located in the Shoreland Zone. However, a Dane County Shoreland Zoning <br /> Permit will not be required.
