Depending on its design, the proposed day camp use could be compatible with natural area <br /> restoration and preservation. However, field work will be necessary to determine the limits of <br /> any native plant communities and other sensitive areas. Once the limits of preservation or <br /> restoration areas are identified, a combination of conservation easements, deed restrictions and/or <br /> CO-1 conservancy zoning may be appropriate to protect such areas in the future. Staff encourage <br /> the applicant to contact Wayne Pauly of the County Parks Department, the Wisconsin Chapter of <br /> the Nature Conservancy, or one of several prairie restoration groups or consultant firms in the <br /> area for more information. <br /> D. Site and Neighborhood Planning Issues <br /> The site plan submitted as part of the application for the Conditional Use Permit is not sufficient <br /> to determine the impact of the proposed development. The Zoning Division has developed <br /> detailed guidelines for acceptable site plans, a copy of which is attached. In this particular case, <br /> the plan should include scaled drawings and labels to clearly locate and identify the following: <br /> • all existing and proposed buildings, structures or expansions (including outdoor <br /> amphitheaters, swimming pools, showers, etc.); <br /> • location and width of all driveway entrances onto public and private roadways, and of all <br /> interior roads or driveways; <br /> • all parking areas, number of spaces and turn-arounds, in sufficient detail to determine <br /> compliance with Section 10.18 of the Dane County Zoning Ordinance (relevant sections <br /> attached), and; <br /> • all natural features of the property, including wetlands, streams, native woodland or grassland <br /> areas, intermittent watercourses and floodplains. <br /> In addition, further detail on the planned operation of the day camp will also be necessary to <br /> determine compliance with County and Town policies and regulations. The applicant should <br /> provide the following information: <br /> • total number of campers expected to be served at the new site; <br /> • total number of employees expected to work at the new site, and; <br /> • expected length, frequency and number of participants of evening, overnight and retreat <br /> events. <br /> Staff will be happy to assist the MJCC or the landowner in meeting these requirements. <br /> E. Public, Local Government, And Agency Input <br /> The Dane County Highway Department notes that a decrease in the number of existing accesses <br /> onto County Highway PD would be desirable. Since CTH PD is a controlled access highway, <br /> change of use access permit and an approved access plan will be required. Deceleration lanes for <br /> accesses may also be required. <br /> The Dane County Land Conservation Department comments that the area is currently located in <br /> the Sugar River Priority Watershed. The site will drain to the Sugar River which is considered a <br /> 3 <br />
