SAB -199 - 2 - Mazomanic, Roxbury and Vermont, County of Dane, and Town of Arena, County of Iowa, State of Wisconsin, as requested in a petition filed with the Secretary of the Agenc;;r School Committee of Cooperative Educational Service Agency No. 15 on June 5, 1974, was filed with the State Superintendent of Public Instruction on July 15, 1974, appealing to the State Appeal Board. Upon receipt of said appeal the State Superintendent established for the purpose of deciding said appeal a State Appeal Board comprised of the State Superintendent and the following named Presidents of designated Agency School Committees of Cooperative Educational Service Agencies which have no territory in the order under appeal: Mr. P. Stanley Olson, President, Agency School Committee of CESA No. 4; Mr. Andrew Houwers, President, Agency School Committee of CESA No. 10; Mr. Carl Kuehl, President, Agency School Committee of CESA No. 13; Mr. Rosmer Draeger, President, Agency School Committee of CESA No. 16. On July 2, 1974, after a public hearing on the petition filed with the Secretary of the Agency School Committee of Cooperative Educational Service Agency No. 15 on June 5, 1974, and after a conference with the school boards of the districts involved, the Agency School Committee of Cooperative Educational Service Agency : +o. 15 failed to order the reorganization by denying to detach said territory from Joint School District No. 3, City of Middleton et al, County of Dane, State of Wisconsin, and attaching said territory to Joint School District No. 1, Villages of Black Earth and Mazomanie et al, Counties of Dane and Iowa, State of Wisconsin, as requested in said petition. On July 23, 1974, the State Superintendent sent Notice of Receipt of An Appeal filed on July 15, 1974, and Notice of Meeting to be held by the State Appeal Board at 1:30 P.M. on August 8, 1974, in Room B -107, Wisconsin Hall, 126 Langdon Street, Madisot:, Wisconsin, to the clerk of each school district and other municipalities involved and to other persons including notice to the news media of the area affected. Said meeting was held on August 8. 1974, where the State Appeal Board heard ii-- fcrr.!ally the presentation of "acts and infernatien a.f fectin� the wel- en of the children involved in said appeal and after conferring and due consideration given, said State Appeal Board by roll call vote duly recorded voted by a majority vote of its
