The record in the above matter is as follows: An appeal from said Order No. 69 made and filed on August 21, 1973, denying to detach the following described territory, to wit: All that part of SW 1/4 of SE 1/4, Sec. 11-7-11 exc. lands described in Vol. 376, page 259 -- All that part of SE 1/4 of SW 1/4 Sec. 11-7-11, Exc. lands described in Vol. 393, page 196, from Joint School District No. 1, Village of Deerfield, Towns of Deerfield, Christiana, Cottage Grove and Pleasant Springs, County of Dane, and Town of Lake Mills, County of Jefferson, State of Wisconsin, and to attach said described territory to Joint School District No. 4, City of Monona, Village of Cottage Grove and Towns of Blooming Grove, Cottage Grove and Sun Prairie, County of Dane, State of Wisconsin, as requested in a petition filed with the Secretary of the Agency School Committee of Cooperative Educa- tional Service Agency No. 15 on July 24, 1973, was filed with the State Superintendent of Public Instruction on August 31, 1973, appealing to the State Appeal Board. Upon receipt of said appeal the State Superintendent established for the purpose of deciding said appeal a State Appeal Board comprised of the State Superintendent and the following named Presidents of designated Agency School Committees of Coopera-
