Docket 9170-RX-343
A driver traveling at 25 mph needs a distance of 175 feet to stop safely. The crossing
warning devices are visible from more than 175 at the southern approach, which, is adequate.
However, the approach sight distance from the north is inadequate given the short distance
between the crossing and USH 14.
Assuming a train speed of 25 mph, a driver traveling at 25 mph needs to see a train when
it is 252 feet from the crossing from a point 175 feet down the highway. Actual sight distances
will be evaluated when the crossing is reconstructed. However, it appears that the sight distance
available in the southeast quadrant is adequate and restricted in the southwest quadrant due to
parked vehicles. The sight distances in the northwest and northeast quadrants are restricted due
to drivers paralleling the tracks a short distance from the tracks.
At crossings without gates, a driver stopped 15 feet from the near rail must be able to see
down the tracks, in both directions,to determine if the driver can safely travel across the tracks
to 15 feet past the far rail, prior to the arrival of a train. Required clearing sight distance along
both directions of the track, from the stopped position of the vehicle, is dependent upon the
maximum train speed and the acceleration characteristics of the"design"vehicle (WB-65 Semi
truck). The necessary clearing sight distance at the Schwartz Road crossing is 619 feet. The
available clearing sight distance is greater than 619 feet in all.quadrants.
Warning Devices
All parties propose to keep the same warning devices currently installed--crossbucks with
YIELD sign south of the crossing and a STOP sign north of the crossing. The existing warning
devices are adequate. However, if not already installed, the Commissioner is requiring adding
warning sign W10-3 to both approaches on USH 14 to warn road users making a turn that they
5
