WI HEIGHTS ELEMENTARY SCHOOL ADDITION
PROJECT NARRATIVE
The Wisconsin Heights School District is proposing to construct an elementary school addition to the
current middle/high school site located along the west side of USH 1.4 between Mazomanie and Black
Earth. The approximate 88,0000 sf addition will be located on the north side of the current building.
Currently, the Wisconsin Heights School District has two elementary schools: Black Earth Elementary
School (pre-K to 2nd grade) and Mazomanie Elementary School (3rd grade to 5th grade). The plan
includes relocating both elementary schools to the existing middle/high school site, resulting in all
district operations being consolidated at one location.
To move forward with the consolidation of the two elementary schools at the current middle/high
school location, a referendum was required and was included in the November 3rd, 2020 election ballot.
The referendum passed, and design/construction of the elementary school addition is planned for early
2021 with the goal of having the elementary school open for the 2022/2023 school year.
The proposed elementary school will be an addition to the existing Wisconsin Heights Middle/High
School, which is located along the west side of USH 14.The current site is just north of Olson Road and
approximately 0.83 miles south of STH 19.The site is approximately halfway between the Villages of
Black Earth and Mazomanie. The development parcel is currently a grassy field with some track &field
throwing event areas. Surrounding land uses include farm fields and a few nearby small businesses along
USH 14. An off-street public shared use path is located along west property boundary and extends from
Olson Road and connects to Mazomanie.
The proposed elementary school wing addition is planned for the northwest end of the existing
Wisconsin Heights Middle/High School campus. The two existing elementary schools will be moved to
this new building, resulting in all district operations being consolidated at one location.
The new addition will provide one secure entry to the school, along with parking lot modifications.
These modifications include providing parent drop-off/pick-up area with parking stalls, parking
expansion (approximately 75 additional stalls), and modifications to parking lot circulation.
WI HEIGHTS PARKING EVALUATION
We completed the parking evaluation for the Wisconsin Heights School Campus. This analysis was
completed using two different methodologies. More details regarding these evaluations are provided
below. Normally, as a starting point, expected parking needs would include an evaluation of the existing
parking lot to determine how much is being utilized by the existing school during a typical school day.
Since this was not possible with student's learning virtually, this was not included in this analysis.
WI HEIGHTS EXISTING/PLANNED PARKING
• Existing#of Parking Stalls: 313
• Proposed Parking Lot Expansion: 75
• TOTAL PARKING: 388 Stalls
ITE PARKING GENERATION METHODOLOGY
Parking generation was performed for the existing Wisconsin Heights Middle/High School and the new
Elementary School Addition using Institute of Transportation Engineers (ITE) Parking Generation
