Manual, 5th Edition. Selected land use codes and variables (students vs. staff)for each school were based
on available data, number of previous studies conducted, and amount of parking demand generated. A
summary of the estimated parking needs is shown in the table below.
ITE Parking Generation Methodology
Wisconsin Heights School District Campus
ITE Land Parking Space Demand
ITE Land Use Use Code Size Average 85th
(Rate) (Rate)
New Elementary School 520 83 79 136
Employees (0.95) (1.64)
385 100 123
Middle/High School 530
Students (0.26) (0.32)
WI Heights Campus Parking Total 179 259
Using this methodology, the average and 85th percentile parking demand was estimated to be 179 and
259 spaces, respectively.
PARKING GENERATION USING WI HEIGHTS BASED ASSUMPTIONS
Parking generation was performed for the existing Wisconsin Heights Middle/High School and the new
Elementary School Addition using our own parking needs assumptions based on specific school
information. Parking projections were developed based on student, staff, and visitor parking needs
assumptions at the site on a typical school day. A summary of the estimated parking needs is shown in
the table below.
Parking Generation Using School Based Assumptions
Wisconsin Heights School District Campus
Staff Visitor Student Assumptions
Land Use Assumptions Assumptions Parking Space
#of Students Demand
#of Staff #of Visitors #of Students
Who Can Drive
New Elementary School 74 10 423 0 84
Middle/High School 62 20 385 138 220
WI Heights Campus Parking Total 304
Using this methodology, the parking demand was estimated to be 304 spaces.
Below is a list of assumptions made for our parking estimate. Overall, we took a conservative approach
and tried to assume worst case scenario.
• Students will begin driving to school once they turn 16 years old, this was assumed to be all
juniors and seniors and half of the sophomore students.
• The number of students across grades 6-12 is constant.
• 100%of students that can drive, do drive to school.
• #of staff for the elementary school was reduced from 83 to 74 since 9 staff members currently
work at both elementary schools.
