by fire, explosion, act_ of God or act of public enemy, provided, however, that if such destruction shall <br /> exceed fifty (50) per cent of the assessed valuation of such structure for the year in which such destruction <br /> occurs, the future use, location, height, setback, rear and side yards shall conform to this ordinance. <br /> 10.24 CHANGES AND AMENDMENTS <br /> (1) The Dane County Board of Supervisors may from time to time later, supplement or change by ordinance the <br /> boundaries or classification of districts designated in this ordinance, or any of the provisions or regulations <br /> / imposed by this ordinance in the manner provided by law. <br /> 1 10.25 ADMINISTRATION, ENFORCEMENT AND PENALTIES] <br /> (1) ZONING SUPERVISOR <br /> (a) The provisions of this ordinance shall be administered by or under the direction of the zoning supervisor, <br /> who in person or by duly authorized deputy or assistant shall have the right to enter upon premises affected <br /> by this ordinance at reasonable hours for the purpose of inspection. The zoning supervisor shall hold his <br /> office under civil service, and vacancies in such office shall be filled by procedures established by the <br /> Civil Service Ordinance. The zoning committee shall be the appointing authority for the position of zoning <br /> supervisor. <br /> • <br /> (b) It shall be the duty of the zoning supervisor to receive applications for zoning permits, and such <br /> other permits and licenses provided in this ordinance, and to issue such permits after applications have <br /> been examined and approved; to inspect buildings under construction for compliance with the regulations of <br /> this ordinance; to make periodic inspections;to take such action as may be necessary for the enforcement <br /> of the regulations provided herein; to attend all meetings of the zoning committee and the board of adjust- <br /> ment; and to perform such other duties as the zoning committee and the board of adjustment may direct. <br /> /(2) ZONING PERMITS <br /> (a) No new building shall hereafter be erected, and no existing building shall be added to, structurally <br /> • <br /> altered, moved or changed in use, nor shall any non-conforming building be repaired or restored, in all <br /> districts, until a zoning permit has been issued, except as otherwise provided by law or ordinance. <br /> (b) Permits shall not be required for accessory farm buildings such as barns, sheds, silos and the <br /> like when such buildings are used in the operation of a farm, provided that the proposed building will not be <br /> located within a mapped flood plain or within a shoreland area and conforms to all of the locational re- <br /> quirements of this ordinance. If the proposed location of an accessory farm building does not meet the <br /> locational requirements, a variance and a permit must be requested from the Board of Adjustment. <br /> (c) The Zoning Supervisor may require the filing of a scale drawing of the premises, showing the dimen- <br /> sions of the lot or parcel, the dimensions of the proposed buildings, the distance in feet from the <br /> abutting street or highway and from the side and rear lot line, the size and location of any existing <br /> buildings and such other information as he deems necessary. He may also require evidence of compliance <br /> with the Dane County Sanitary Code (Chapter 27), the Dane County Land Division and Subdivision Ordinance <br /> (Chapter 28), Dane County Trunk Highway Access Control Regulations (Chapter 30) or any other State or <br /> Township access or culvert permit requirements as a condition precedent to the issuance of a Zoning Permit. <br /> The Zoning Supervisor shall not be responsible for determining the location of lot lines. <br /> (d) Application for permit must contain the following: name and address of the owner of the property, legal <br /> description, size and location of the building to be erected or moved on or onto the property, proposed use <br /> of the building or premises, type of construction, estimated cost and such other information as the zoning <br /> supervisor may require. <br /> (e) Such application shall be signed by the owner of his duly authorized representative or agent; provided, <br /> however, that if a prospective owner desires a prior ruling on a proposed construction or use before consuma- <br /> tion of purchase, he may apply for a permit, and if such permit be denied, he may appeal to the board of <br /> adjustment. <br /> (f) Coincident with the issuing of a permit the zoning supervisor shall prepare a card, certifying that a <br /> permit has been issued. Such card shall bear the same number as the permit and identify the construction <br /> and premises covered by the permit. Such card shall be posted in a conspicuous place on the premises during <br /> the construction, and no construction shall be begun until such card has been posted. <br /> (3) FEES FOR ZONING PERMITS <br /> (a) For the first $1,000 of construction cost $2.00 <br /> For each additional $1,000 or fraction thereof of construction cost $1.00 <br /> (b) Such fees shall be collected by the zoning supervisor at the time the permit is issued, and shall be <br /> accounted for and paid into the general fund of the county as other moneys collected by the county. The <br /> zoning supervisor shall issue a receipt for each fee collected. Zoning permit fees may be waived for county <br /> and town owned building, for churches, public and parochial schools, religious institutions and the like <br /> when application for permit is made by the owner and not the contractor.
