I • <br /> office under civil service, and vacancies insuch office shall be filled by proce- <br /> dures established by Civil Service Ordinance. The County Executive shall be the -- <br /> appointing authority for the position of Zoning Administrator <br /> (b) It shall be the duty of the Zoning Administrator to receive applications for zoning <br /> permits and such other permits and licenses provided in this ordinance, and to issue <br /> such permits after applications have been examined and approved; to inspect buildings <br /> under construction for compliance with the regulations of this ordinance; to make <br /> periodic inspections; to take such action as may be necessary for the enforcement of <br /> the regulations provided herein; to attend all meetings of the Zoning Committee and <br /> the Board of Adjustment; and to perform such other duties as the Zoning Committee and <br /> the Board of Adjustment may direct. <br /> (2) ZONING PERMITS <br /> (a) No new building shall hereafter be erected, and no existing building shall be added <br /> to, structurally altered, moved or changed in use, nor shall any non-conforming <br /> building be repaired or restored, in all districts, until a zoning permit has been <br /> issued, except as otherwise provided by law or ordinance. <br /> (b) Permits shall not be required for accessory farm buildings such as barns, sheds, <br /> silos and the like when such buildings are used in the operation of a farm, pro- <br /> vided that the proposed building will not be located within a mapped flood plain <br /> or within a shoreland area and conforms to all of the locational requirements of <br /> this ordinance. If the proposed location of an accessory farm building does not <br /> meet the locational requirements, a variance and a permit must be requested from <br /> the Board of Adjustment. <br /> (c) The Zoning Administrator may require the filing of a scale drawing of the premises, <br /> showing the dimensions of the lot or parcel, the dimensions of the proposed build- <br /> ings, the distance in feet from the abutting street or highway and from the side <br /> and rear lot line, the size and location of any existing buildings and such other <br /> information as he deems necessary. He may also require evidence of compliance with <br /> the Dane County Sanitary Code (Chapter 27) , the Dane County Land Division and Sub- <br /> division Ordinance (Chapter 28) , Dane County Trunk Highway Access Control Regula- <br /> tions (Chapter 30) or any other state or township access or culvert permit require- <br /> ments as a condition precedent to the issuance of a zoning permit. The Zoning <br /> Administrator shall not be responsible for determining the location of lot lines. _ <br /> (d) Application for a permit must contain the following: name and address of the owner <br /> of the property, legal description, size and location of the building to be erected <br /> or moved on or onto the property, proposed use of the building or premises, type of <br /> construction, estimated cost and such other information as the Zoning Administrator <br /> may require. <br /> (e) Such application shall be signed by the owner or his duly authorized representative <br /> or agent; provided, however, that if a prospective owner desires a prior ruling on. <br /> a proposed construction or use before consummation of purchase, he may apply for a <br /> permit, and if such permit be denied, he may appeal to the Board of Adjustment. <br /> (f) Coincident with the issuing of a permit the Zoning Administrator shall prepare a <br /> card, certifying that a permit has been issued. Such card shall bear the same num- <br /> ber as the permit and identify the construction and premises covered by the permit. <br /> Such card shall be posted in a conspicuous place on the premises during the construc- <br /> tion, and no construction shall be begun until such card has been posted. For pur- <br /> poses of this ordinance, start of construction shall be when any earth disturbing <br /> activity takes place that will lead to installation of footings piers, posts, pilings <br /> or foundations. Earth disturbing activity for the purpose of soil evaluation or -- <br /> testing shall not be considered start of construction. <br /> (3) INSPECTIONS OF BUILDINGS TO BE MADE BY THE ZONING ADMINISTRATOR <br /> (a) The first inspection shall be made when the foundations or basement walls are com- <br /> pleted. The permittee shall have lot corners visibly staked prior to the scheduling <br /> of any inspection. <br /> (b) The second or final inspection of the building is to be made before a certificate of <br /> compliance can be issued under ss 10.25 (8) of this ordinance. <br /> (c) Stop work order: <br /> 1. Whenever the Zoning Administrator finds that any construction does not comply with <br /> the provisions of the ordinance, the Zoning Administrator shall post, in a conspi- <br /> �i <br /> - 42 - <br />
