SCHEDULE A
"SCOPE OF SERVICES"
I. Pursuant to the attached AGREEMENT, PROVIDER shall deliver the following
services:
a. Conduct three inventories of Dane County:
i. Air Pollution Emissions & Sources;
ii. Conservation & Efficiency Opportunities; and
iii. Renewable Energy Opportunities.
b. Use the results of the above inventories, collaborating as needed with others,
to create the following:
i. A menu of prioritized air pollution action options, that also identifies
"low -hanging fruit" (fastest/largest action options for deployment in
2015-20);
ii. A program for measuring progress toward annual (2015-2049), mid-
course (2025), and final (2050) targets; and
iii. A menu of prioritized auto -corrective action options for local
consideration, should annual (2015-2049) targets be missed.
c. Provide a draft report on all of the above no later than December 30, 2014.
Following provision of the draft report, COUNTY's local expert team will
review it and provide comments to PROVIDER no later than January 31,
2015. PROVIDER agrees to revise the draft report as needed, and provide
the final report to COUNTY no later than February 28, 2015.
II. General Inventory Requirements. For all of the inventories noted above,
PROVIDER will observe the following general requirements.
a. Gather data from within and outside the county as appropriate and available,
e.g., to allow climate disruption emissions to be categorized according to the
three current ICLEI scopes, as well as an innovative fourth historical scope
(see below for further details), so that the county's climate action plan is
positioned for funding from outside sources that require such emissions
accounting.
b. Incorporate information already gathered by various sources, including, but
not limited to the following:
i. Capital Region Sustainable Communities Greenhouse Gas & Air
Quality (GHGAQ) Work Group, including the recommendations of the
group;
ii. Capital Area Regional Planning Commission staff summary of
GHGAQ related programs;
iii. Dane County;
iv. Municipal (town, village, city) governments;
v. UW -Madison Office of Sustainability; and
vi.
