c. Position the county for completion of a Dane County Air Quality Strategic <br />Plan for possible use by the entire county (governments, non -profits, for - <br />profits, residents, etc.) that does the following: <br />i. uses a back -casting approach, toward achieving -net -zero emissions <br />by 2050 (or net -negative if possible and appropriate), taking into <br />account population growth, as forecast by the Wisconsin Department <br />of Administration (2035) and the federally -designated Metropolitan <br />Planning Organization (MPO) (2050); <br />ii. sets 2025 targets for each air pollutant that are benchmarked either to <br />1990 emissions or to 50% of the 2050 goal, whichever is less; <br />iii. sets annual targets for 2015-2049, while also identifying possible auto - <br />corrective action options for local consideration to be completed the <br />following year, should these annual targets be missed; <br />iv. includes equity and other socio -cultural and health metrics, equal to or <br />better than those identified in the 2013 Capital Region Sustainable <br />Communities (CRSC) Greenhouse Gases & Air Quality Work Group <br />(GHGAQ WG) Recommendations; <br />v. uses the most cost-effective air pollution reduction approaches, taking <br />into account recent research that supports combined action on air <br />pollutants that disrupt the climate or reduce air quality (criterion <br />pollutants and airborne toxics); <br />vi. enacts transition as soon as possible to renewable energy sources <br />proven to be both climate -friendly and having a positive Energy Return <br />on Energy Investment (e.g. solar (photovoltaic and thermal) and wind); <br />vii. enacts transition as soon as possible away from fossil fuels, nuclear <br />energy, large hydropower, polluting small hydropower, and bio -fuel <br />feedstock that is not competitive with food sources; and <br />viii. provides all the information and expert counsel needed for a Dane <br />County Air Quality Strategic Plan discussion with local governments. <br />NOTE: For the sake of clarification, the Dane County Air Quality Strategic <br />Plan is not an intended product of this agreement. However, the <br />inventories and associated products of this agreement should be <br />prepared to inform and enable Dane County to easily transition into <br />the next phase of this project, which will be the strategic plan, based <br />on Items Il.c.i-viii above. <br />Ill. Specific Inventory Requirements.
