Prior to ap- proving or recom ending to the Dane County Board of Supervisors for approval, the Zoning Committee shall make findings based on the evidence presented and as a result of the investigation and irasr Notion the Zoning; Committee, that the standards prescribed in f0.25__(4_T_g are colied with. - Subsection 10.25 (5) (a) is hereby renumbered to 10.25 (6) (a). A new subsection 1.0.25 (5) (a) thru (f) is hereby created to read as follows: (5) Certificate of Compliance (a) No building or addition thereto, constructed after the effective date of this ordinance and no addition to a previously existing building shall be occupied, except accessory buildings used exclusively for farming or agricultural purposes; and no land vacant except that used exclusively for farming or agricultural purposes on the effective day of this ordinance shall be used for any purpose until a certificate of compliance has been issued by the County Zoning Supervisor..'Every certificate of compliance shall, state the use and occupancy and the location of the building or buildings or use of land cozTlies with all of the provisions of this ordinance. (b) Every application for a building permit shall be considered to be an ' application for a certificate of conpliance. (c) An application for a certificate of corVIiance for a new use or a change in use of land or a building shall be made directly to the Zoning Supervisor. (d) No certificate of compliance for a building or addition thereto, con- structed after the effective date of this orainance shall be issued until construction has been substantially cox leted and the premises inspected and certified by the Zoning Supervisor to be in conformity with the specifications on which the pelt was iesued. , The Zonis Supervisor may establish rules by which a temporary certificate of compliance Zay be issued for a part of a building. (e) Any person, firm or corporation having to legal or equitable interest in a property which is non -conforming as to use or building location may request a certificate of compliance, Said applicant shall present documentary proof that said use was a permitted use at the time it originated or that the building had been erected prior to the adoption of this ordinance and was made non -conforming by the adoption of this ordinance or amendment thereto. After certifying that the use of building or land are in fact non -conforms the Zoning Supervisor shall issue a. certificate of compliance statim the use in question or the location of buildings and the zoning of the property. (f) 'Fees 1. For certificates of compliance issued under (b) or (d) above,.or if the building hard been erected since the adoption of the zoning ordinance and a, permit issued by the Zoning Supervisor to cover sam,, no additional fee shall be charged. 2.
