MAY 21 SESSION, 1970 47 <br />the subdivider may consult with the staff of the Agency for <br />advice and assistance for the purpose of reviewing the proce- <br />dures and requirements of this ordinance and other ordinances, <br />and any plans or data which may affect the proposed develop- <br />ment. <br />28.32 Preliminary Plat Procedure <br />Prior to submitting a final plat for approval, the subdivider <br />shall cause to be prepared a preliminary plat and file with the <br />staff of the Agency a written application for approval of the <br />preliminary plat, which shall include all data required by this <br />ordinance accompanied by six (6) copies of the plat. The pre- <br />liminary plat shall cover the entire area owned or controlled <br />by the subdivider even though only a small portion thereof is <br />proposed for development at the time. The subdivider may <br />elect to submit a development plan in lieu of a preliminary plat <br />when he owns or controls 80 acres or more of land. The sub- <br />divider shall still submit a preliminary plat for that part which <br />is to be included in the final plat. The Agency shall within <br />forty (40) days from the date submitted, approve, approve <br />conditionally or reject the development plan or the preliminary <br />plat based on its determination of conformance with the provi- <br />sions of this ordinance. The Agency shall forward one copy of <br />the plat to the town in which the plat is proposed to be located. <br />The town shall within fifteen (15) days submit its comments to <br />the Agency. <br />28.33 Final Plat Procedure <br />If the preliminary plat has been approved or been approved <br />conditionally, the subdivider may submit six (6) copies of the <br />final plat, and payment to the County Surveyor's office in an <br />amount of $3.00 per original sheet to cover the cost of printing <br />four (4) copies of the recorded plat. All improvements required <br />by this ordinance shall be made or guaranteed in a manner <br />described in Section 28.60 of this ordinance. If the final plat <br />meets the requirements of this ordinance, and has been sub- <br />mitted within six months from the approval date of the pre- <br />liminary plat and the conditions have been met in the case of <br />preliminary plats given conditional approval, the Agency shall. <br />approve the final plat of the subdivision. <br />28.34 Certified Survey Map Procedure <br />When a land division is created as defined herein, the developer <br />shall submit two (2) copies of a certified survey map prepared <br />in accordance with Section 236.34 of the Wisconsin Statutes and <br />Section 28.20, 28.30 and 28.50 of this ordinance. The require- <br />ments of Section 28.32 of this ordinance regarding preliminary <br />plat procedures shall also apply to certified survey maps unless <br />specifically waived by the Agency. The Agency shall within <br />fourteen (14) days approve, approve conditionally, or reject the <br />certified survey map based on its determination of conformance <br />with the provisions of this ordinance. Authority to approve <br />certified survey maps may be delegated by the Agency to the <br />planning staff serving the Agency. In the event of rejection or <br />conditional approval, the land divider may appeal the decision <br />of the planning staff to the Agency. <br />SECTION 28.40 <br />PLAT AND DATA SUBMISSION REQUIREMENTS <br />28.41 Preliminary Plat <br />The preliminary plat shall be based upon a survey by a <br />
