<br />Yet another economic development supporting obiective: "Encourage the <br /> <br />cooperation and collaboration between private and public sectors to promote <br /> <br />economic development." Novation Campus II is in a tax incremental financing <br /> <br />district and is being financed by a public/private collaboration between the Town <br /> <br />and the developer. The Novation Campus is also identified as a critical element in <br /> <br />the Revitalization Plan, which has been approved by HUD. Revitalization plans <br /> <br />are completed for distressed communities, which are then prioritized for HUD <br /> <br />funding. This area is the only area in Dane County that meets the requisite distress <br /> <br />criteria for a HUD revitalization plan. Dane County and HUD have both <br /> <br />participated in these successful economic development efforts. <br /> <br />And yet another economic development supporting obiective: "Encourage <br /> <br />entrepreneurial activity, training and development, especially targeting <br /> <br />economically disadvantaged areas and groups including minorities, immigrants <br /> <br />and people with disabilities." Novation Campus is within an economically <br /> <br />disadvantaged area, which according to most recent census data, has a median <br /> <br /> <br />family income of just $17,000 and a poverty rate of 42% and is an area with high <br /> <br /> <br />minority populations. Novation Campus already has attracted 600 jobs and it is <br /> <br /> <br />anticipated that over 3,000 jobs will be located within the campus upon <br /> <br /> <br />completion of the project. Tenants at the campus include a technical school and, if <br /> <br /> <br />the plat is approved timely, will soon contain a Meriter facility, which by itself <br /> <br /> <br />will add 112,000 square feet of quality space and hundreds of jobs to the <br /> <br /> <br />neighborhood. <br /> <br />REINHART\2456297ELG:ELG 08/29/08 <br /> <br />9 <br />
