Yet another economic development supporting obiective: "Encourage the

cooperation and collaboration between private and public sectors to promote

economic development." Novation Campus II is in a tax incremental financing

district and is being financed by a public/private collaboration between the Town

and the developer. The Novation Campus is also identified as a critical element in

the Revitalization Plan, which has been approved by HUD. Revitalization plans

are completed for distressed communities, which are then prioritized for HUD

funding. This area is the only area in Dane County that meets the requisite distress

criteria for a HUD revitalization plan. Dane County and HUD have both

participated in these successful economic development efforts.

And yet another economic development supporting obiective: "Encourage

entrepreneurial activity, training and development, especially targeting

economically disadvantaged areas and groups including minorities, immigrants

and people with disabilities." Novation Campus is within an economically

disadvantaged area, which according to most recent census data, has a median

family income of just $17,000 and a poverty rate of 42% and is an area with high

minority populations. Novation Campus already has attracted 600 jobs and it is

anticipated that over 3,000 jobs will be located within the campus upon

completion of the project. Tenants at the campus include a technical school and, if

the plat is approved timely, will soon contain a Meriter facility, which by itself

will add 112,000 square feet of quality space and hundreds of jobs to the

neighborhood.

REINHART\2456297ELG:ELG 08/29/08

9
