<br />DISCUSSION <br /> <br /> <br />1. Role of the Southdale Neighborhood Plan. <br /> <br /> <br />The draft Southdale Neighborhood Plan is currently under review by the <br /> <br /> <br />City of Fitchburg and the Town of Madison. It has not, however, been adopted by <br /> <br /> <br />either jurisdiction and is not part of the Dane County Comprehensive Plan. <br /> <br /> <br />Therefore, it has no significance as a measure against which the Novation Campus <br /> <br />II plat should be evaluated. <br />2. Role of the Dane County Comprehensive Plan. <br /> <br />The Dane County Comprehensive Plan went into effect on January 1 of this <br /> <br />year. It includes no specific sections dealing with planning for the Town of <br /> <br /> <br />Madison. As noted above, it includes 33 town plans but no detailed plan for the <br /> <br /> <br />Town of Madison. Furthermore, it does not impose any prohibition on land <br /> <br /> <br />subdivision within the Town of Madison pending approval of any specific plan. <br /> <br />Nevertheless: <br /> <br />(a) Significant planning has occurred for the Novation Campus <br /> <br />area under intergovernmental agreements and intergovernmental plans <br /> <br />between the City of Fitchburg and the Town. <br /> <br />(b) The Dane County Comprehensive Plan sets forth numerous <br /> <br />goals and objectives that apply to towns, even those whose plans have not <br /> <br />been incorporated into the Plan. <br /> <br />REINHART\2456297ELG:ELG 08/29/08 <br /> <br />5 <br />
