July 16, 2014
Dane County Zoning Committee
Re: Parcel 060835385014, 7 acres, proposed zoning RH-2
Parcel 060835380804, 27 acres, proposed zoning RH-4
My wife and I own both parcels, the larger one surrounds the smaller one on three sides. We request
that both parcels be zoned as RH-2, as we hope to create three buildable lots of four or more acres
each, for upscale housing, all fronting on Black Cherry Court.
We have had informal discussions with the Town of Verona Administrator, and the Town Planning
Commission , but we have held off on starting the formal approval process for these lots pending final
decisions by the Township and the Dane County Board. We hoped that favorable decisions might
simplify the process for us.
We declined to participate with our neighbor in creating buildable lots, now called Black Cherry Court,
about 12 years ago as the timing was wrong for us. Now, being 74 and 78 years old,the timing is
appropriate for us. There are currently seven up-scale homes accessed by Black Cherry Court. We
would be adding three more.
Our land is not a viable farm and we no longer live in a farming area. The infrastructure elements of
Township road, electrical service, telephone and natural gas services are all in place. We are an island.
We hope to fill in three more lots along the RH-3 homes on our West and Southern property boundaries.
Scheidegger Forest County Park is on our Northwest boundary; Rh-2 houses are on our North and
Northeast boundaries and one RH-1 home and a business, a country tavern, are to our East. There is
also one agriculture parcel between us and the RH-1 home and tavern, whose zoning situation is
unknown to us.These two are also located adjacent to housing.
We believe that RH-2 zoning provides us with our best opportunity to design three saleable low density
rural lots. We would combine the remainder of the land with our present home site, hoping that might
make it also more saleable in our remaining four to five year planning horizon. Our home is not on the
same financial plane as our adjacent neighbors.
Should Dane County be unwilling to grant us RH-2 zoning, then we request RH-3 zoning for the larger
parcel, or both parcels. We have sufficient acreage to meet the eight acre minimums for four RH-3 lots,
including our present home site. But, we have observed that owners with this much land tend to
maintain less than their full acreage.
If zoned as RH-3, one of the three additional lots would have access to Littleton Road, which has the
same infrastructure elements in place as Black Cherry Court.
Thank you for considering our request.
Sharon and Jim Berkner
