vorim <br /> t <br /> 7967 Brereton Road MAY <br /> Sauk City, Wisconsin 53583 4 <br /> April 30, 1999 <br /> TO: Dane County Zoning and Natural Resources Committee <br /> ATTENTION: Senior Staff <br /> RE: Zoning Petition 7409 - Town of Roxbury <br /> INTRODUCTION - As you consider Petition 7409, I hope this letter <br /> will be helpful in your staff report to the ZNR Committee. <br /> Incidently, you may wish to clarify an item in your first report; <br /> Dane County Register of Deeds Documents #2996530 and #2996531 <br /> seem to indicate that Allen V. and Lori Breunig actually <br /> purchased the Smedley farm rather than inherited it. (Copies <br /> of Trustee ' s Deeds are enclosed for your convenience. ) <br /> BACKGROUND - At present, Petition 7409 has been referred back <br /> to your committee by unanimous voice vote during the April 22 <br /> County Board meeting. <br /> Petition 7409 requests changes in zoning from A-1 EX to RH-2 <br /> Rural Homes--note the plural . I understand that 5. 74 homes <br /> can be allowed on the 35+ acre parcel . Based on a number of <br /> factors, especially recent history of the property, it is <br /> reasonable to project the building of more than a single home <br /> on this parcel . If petition 7409 is approved, in all probability <br /> the proposed driveway will become a public road, if not sooner, <br /> then later. <br /> DRIVEWAY CONSIDERATIONS - The proposed driveway is of special <br /> concern as it will be long, steep, and immediately adjoining <br /> the property line. These factors create legal, technical, and <br /> public cost problems which do not appear to have been adequately <br /> addressed to date. <br /> Initial and Ongoing Public Costs -- According to UW <br /> research estimates, public costs of urban sprawl, which this <br /> proposed residential parcel exemplifies, are $25 million per <br /> year more than costs of compact development. The staggering <br /> magnitude of these costs increases with each outlying residential <br /> site, particularly one such as requested in Petition 7409, with <br /> the inherently high initial and ongoing costs of the proposed <br /> driveway. <br /> Site-specific Technical Design and Implementation -- In <br /> reviewing the record of driveway conditions, withdrawn <br /> conditions, revised conditions, and re-revised conditions which <br /> Petition 7409 has generated to date, it appears that design <br /> and construction technicalities have not been resolved for <br /> meeting accepted engineering standards, e.g. , safety, emergency <br /> vehicle access, adequate drainage provisions, routine <br /> > : ri <br />
