vorim
t
7967 Brereton Road MAY
Sauk City, Wisconsin 53583 4
April 30, 1999
TO: Dane County Zoning and Natural Resources Committee
ATTENTION: Senior Staff
RE: Zoning Petition 7409 - Town of Roxbury
INTRODUCTION - As you consider Petition 7409, I hope this letter
will be helpful in your staff report to the ZNR Committee.
Incidently, you may wish to clarify an item in your first report;
Dane County Register of Deeds Documents #2996530 and #2996531
seem to indicate that Allen V. and Lori Breunig actually
purchased the Smedley farm rather than inherited it. (Copies
of Trustee ' s Deeds are enclosed for your convenience. )
BACKGROUND - At present, Petition 7409 has been referred back
to your committee by unanimous voice vote during the April 22
County Board meeting.
Petition 7409 requests changes in zoning from A-1 EX to RH-2
Rural Homes--note the plural . I understand that 5. 74 homes
can be allowed on the 35+ acre parcel . Based on a number of
factors, especially recent history of the property, it is
reasonable to project the building of more than a single home
on this parcel . If petition 7409 is approved, in all probability
the proposed driveway will become a public road, if not sooner,
then later.
DRIVEWAY CONSIDERATIONS - The proposed driveway is of special
concern as it will be long, steep, and immediately adjoining
the property line. These factors create legal, technical, and
public cost problems which do not appear to have been adequately
addressed to date.
Initial and Ongoing Public Costs -- According to UW
research estimates, public costs of urban sprawl, which this
proposed residential parcel exemplifies, are $25 million per
year more than costs of compact development. The staggering
magnitude of these costs increases with each outlying residential
site, particularly one such as requested in Petition 7409, with
the inherently high initial and ongoing costs of the proposed
driveway.
Site-specific Technical Design and Implementation -- In
reviewing the record of driveway conditions, withdrawn
conditions, revised conditions, and re-revised conditions which
Petition 7409 has generated to date, it appears that design
and construction technicalities have not been resolved for
meeting accepted engineering standards, e.g. , safety, emergency
vehicle access, adequate drainage provisions, routine
> : ri
