DANE COUNTY PLANNING AND DEVELOPMENT DEPARTMENT <br /> STAFF REPORT <br /> CUP 1508—City of Sun Prairie Public Hearing Date: 7/28/98 <br /> Date of report: 7/23/98 <br /> I. BACKGROUND <br /> A. Request <br /> The City of Sun Prairie is requesting a conditional use permit for a governmental use on 3.5 acres <br /> of A-1(ex)zoned land in the Town of Sun Prairie. This permit would allow the City to relocate <br /> its resident recycling center to this property from its current location and to operate a yard waste <br /> composting facility on the premises. The recycling center would be open to City residents of 1- <br /> 4 unit buildings, and would accept yard waste,appliances, scrap metal, automotive tires, waste <br /> automotive oil,batteries and residential fluorescent light bulbs. <br /> Between April 15 and November 1,the center would operate from 9:00 a.m. until 6:30 p.m. on <br /> Mondays, Wednesdays and Fridays, and from 8:30 a.m. until 4:30 p.m. on Saturdays. Between <br /> November 2 and April 14, Monday, Wednesday and Friday hours would be reduced to between <br /> 7:30 a.m. and 9:00 a.m. and between 3:00 p.m. and 5:00 p.m. Saturday hours would remain <br /> unchanged. The recycling center would be closed on Tuesdays, Thursdays and Sundays year- <br /> round. The City would staff the facility with an attendant during hours of operation. <br /> B. History/Past Actions <br /> Under NR 502 of the Wisconsin Administrative Code,the state Department of Natural Resources <br /> requires composting facilities to meet siting criteria and performance standards designed to avoid <br /> adverse impacts on wetlands, critical habitat, surface or ground waters or air quality. The Solid <br /> Waste Management Unit of the DNR's South Central Region approved the proposed location <br /> and design of the recycling center on 4/24/98 (see letter from Linda Hanefeld to Larry Herman in <br /> petition file). The Department of Natural Resources has approved a solid waste facility operation <br /> license(#04053)to the City for the proposed site. That license becomes effective on October 1, <br /> 1998 and expires on September 30, 1999. <br /> C. Site/Locational Information <br /> The proposed site is located at 912 Bird Street in the northeast quarter of the southeast quarter of <br /> Section 7 in the Town of Sun Prairie. The site is currently owned by the City of Sun Prairie <br /> Water and Light Commission, a legally distinct entity from the city government, which currently <br /> uses the property as a clean fill disposal site. The Water and Light Commission would lease the <br /> recycling center site to the city. The Water and Light Commission had originally purchased the <br /> property for an electric substation,but now does not anticipate needing the land for that purpose <br /> for at least another ten years. <br /> 1 <br />
