2.) Edge Consulting submitted project information to the State of Wisconsin <br /> Department of Natural Resources(WDNR),specifically identifying the Lund <br /> Waterfowl Production Area and the Bad Fish Creek Wildlife Area. The WDNR <br /> response concluded that no action will need to be taken to comply with state <br /> and/or federal endangered species laws. Follow up correspondence in October <br /> -December 2013 yeilded the same conclusion. Correspondence with the Bureau <br /> of Endangered Resources has been included in Appendix C. <br /> It is the opinion of Edge Consulting that this project will not affect threatened or <br /> endangered species or designated critical habitats. <br /> 2.4 FACILITIES THAT MAY AFFECT DISTRICTS,SITES,BUILDINGS,STRUCTURES,OR OBJECTS SIGNIFICANT <br /> IN AMERICAN HISTORY,ARCHITECTURE,ARCHAEOLOGY,ENGINEERING,OR CULTURE,THAT ARE <br /> LISTED,OR ARE ELIGIBLE FOR LISTING IN THE NATIONAL REGISTER OF HISTORIC PLACES <br /> To identify the potential for the facility to affect properties listed on or eligible for listing on <br /> the National Register,Edge Consulting followed the procedures set forth in the In <br /> accordance with the National Programmatic Agreement For Review Of Effects On Historic <br /> Properties For Certain Undertakings Approved By The Federal Communications <br /> Commission. In accordance with the National Programmatic Agreement, Edge <br /> Consulting took the following steps: <br /> 1.) Edge Consulting submitted the following information to the Wisconsin State <br /> Historical Society,Office of Preservation: <br /> a. The area of potential effects for direct effects was determined to be the <br /> area of ground disturbance associated with the proposed tower, <br /> compound,access drive and utility easement. No structures will be <br /> directly impacted as part of this project. A Phase I Archaeological Survey <br /> of the project was conducted by Mr.John Hodgson,Archaeologist,of <br /> Phase One Archaeological Services, Inc. This report concluded that <br /> "Based on the results of the Phase I investigation,the proposed <br /> construction will not have adverse effect on known archaeological and <br /> cultural resources. In response to study findings,the principal investigator <br /> does not recommend that any further archaeological investigations be <br /> required at the proposed project location prior to the planned <br /> construction."A copy of this archaeological report was provided to SHPO <br /> and is attached in Appendix F. <br /> b. The area of potential effects for visual effects was determined to be one <br /> and one-half(1.5)miles. This area is based on guidance contained in the <br /> Nationwide Programmatic Agreement. Edge Consulting reviewed readily <br /> available records from the National Park Service(National Register)and <br /> Wisconsin Historical Society. This records review identified the following <br /> properties within the APE for visual effects: <br /> i. Properties listed in the National Register <br /> • AHI#4483: Francisco Pelegri and Rebecca Van Dan House <br /> -4006 Old Stage Road <br /> ii. Properties formally determined eligible for listing by the Keeper of <br /> the National Register <br /> iii. Properties that the SHPO/THPO certifies are in the process of being <br /> nominated to the National Register <br /> 5080 NEPA-Update -3- <br />
