Endangered Resource Review for the Magnum FM Telecommunications Tower Project <br /> (ERR Log # 10-341) <br /> Section A. Brief description of the proposed project <br /> Based on information provided by you on the Endangered Resources(ER)Review Request form and <br /> attached materials, I understand the proposed project to be as follows: <br /> Construction of a 500'guyed telecommunications tower. The proposed tower site shall be located in a <br /> fallow field with 2%grassy lawn/manicured areas.A fenced 20' by 20'gravel compound will be <br /> constructed at the base of the tower and a proposed drive will provide access to the site connecting the <br /> compound with Old Stage Road. The location of the project is TO5N R1 OE in Section 34 of Dane County, <br /> WI. <br /> It is best to request ER Reviews early in the project planning process. However, some important project <br /> details may not be known at that time. Details related to project location, design, and timing of <br /> disturbance are important for determining both the endangered resources that may be impacted by the <br /> project and any necessary follow-up actions. Please contact me whenever project plans change or new <br /> details become available to confirm if results of this ER Review are still valid. <br /> Section B. Endangered resources known or likely to occur in the proposed <br /> project area <br /> Black-crowned Night-heron (Nycticorax nycticorax), a bird listed as Special Concern, prefers <br /> freshwater wetlands dominated by bulrush and cattail with small groves of alder, willow, or other <br /> brush. Their breeding season occurs from mid-April through mid-September. <br /> Earleaf Foxglove(Tomanthera auriculata), a State Special Concern plant, is found in prairies or <br /> open upland woods. Blooming occurs from late August through early September. The optimal <br /> identification period for this species is late August through early September. <br /> Blanding's turtles (Emydoidea blandingii)are listed as a Threatened species in Wisconsin. They <br /> utilize a wide variety of aquatic habitats including deep and shallow marshes, shallow bays of <br /> lakes and impoundments where areas of dense emergent and submergent vegetation exists, <br /> sluggish streams, oxbows and other backwaters of rivers, drainage ditches (usually where <br /> wetlands have been drained), and sedge meadows and wet meadows adjacent to these habitats. <br /> This species is semi-terrestrial and individuals may spend a good deal of time on land. They <br /> often move between a variety of wetland types during the active season, which can extend from <br /> early March to mid-October. They overwinter in standing water that is typically more then 3 feet <br /> in deep and with a deep organic substrate but will also use both warm and cold-water streams <br /> and rivers where they can avoid freezing. Blanding's generally breed in spring, late summer or <br /> fall.Nesting occurs from about mid-May through June depending on spring temperatures. They <br /> strongly prefer to nest in sandy soils and may travel well over a mile to find suitable soils. This <br /> species appear to display nest site fidelity, returning to its natal site and then nesting in a similar <br /> location annually.
