Fitchburg Mineral, LLC
Payne & Dolan, Inc.
Herfel Properties, Town of Verona
Page 4
operations area because it is not adjacent to the north property line of this 40-acre
parcel.
Traffic Impact
The projected maximum of 125 loads per day would add 250 vehicles to the current
3,000 ADT on STH 69, which is less than a 10 percent increase. The actual
percentage is probably lower because 3,000 is a 1996 count and nearly 2 years old.
Affects of these 250 additional vehicles along the higher volume USH 18-151 would be
practically negligible.
I believe it is reasonable to assume that the 125 loads would be spread rather evenly
over a normal work day. Although they may at times overlap peak hour traffic, they
would not completely coincide with it. Peak hour volumes were not available from
WisDOT.
The primary concern for any access used by trucks or other heavy equipment is that
adequate provision be made to move them safely and efficiently on and off the
roadway. Obviously, grade can be a factor when a vehicle is accelerating to normal
highway speeds or decelerating to make a turn. Grade is not a factor in this situation.
The profile on STH 69 is nearly flat. Moreover, the 150-foot acceleration lane and
associated taper would provide an added degree of comfort for drivers leaving the site
and maneuvering to the main traveled way.
I have discussed the access and anticipated increase in truck traffic with WisDOT
District 1 Planning Section. Their reaction was that the traffic impact would be minor.
They also prefer that the access be located as I've shown and agree that an offset to
the centerlines would not be a problem for the same reasons cited above. They should
be given a copy of this letter and an opportunity to review the enclosed drawing.
Yours truly,
PAULSON & ASSOCIATES, LLC
Dennis L. Norton.
