ff
"NOTICE OF INTENT"
TO REQUEST A ZONING CHANGE
TOWN OF MONTROSE
Name: Thomas A. Farin and Janet E. Easley
Address:2864 Osmundsen Road, Madison, WI 53711 Telephone: (608)271-8346(home)
(608)223-2674(work)
1. Purpose:
We wish to construct a single-family residence in the wooded area of this parcel. The specific location we
have chosen is in a clearing in this wooded area. There is no known evidence that the clearing has ever
been used for agriculture production. Given the size of the clearing we anticipate removal of no large
healthy mature trees.
We don't meet the Dane County Substantial Income Approval Requirements to build on A-1 Exclusive
zoned land--thus we are submitting an application for rezoning a portion of the land to R-1A.
We do plan to keep all tillable land in production. My understanding is that Felix Statz will be planting
soybeans in the 1998 crop season. He's been rotating corn and soybeans in the tillable areas of the
property. After 1998,we plan on keeping the portion of the tillable land designated as Prime Farmland
(East side of the wooded area)in a crop rotation program similar to that used by Felix in the past. Felix has
told me that the portion of the tillable land not designated as either Prime Farmland and Farmland of
Statewide Significance has also been designated as subject to severe erosion. In order to minimize the
possibility of soil erosion on this portion(West side of the wooded area), it is our intention to put the
majority of this land in hay after the 1998 crop season.
While I have a degree in Agriculture from the University of Wisconsin, I do not claim to be a farmer.
Therefore,we intend to rent the tillable acreage to an area farmer willing to farm this land according to the
above practices.
2. Legal Description of parcel in question:
The Southwest 1/4 of the Southeast 1/4 of Section 5,except the North 2 acres thereof,Town 5 North Range
8 East,Town of Montrose,Dane County,Wisconsin.
3. Attach map or sketch of parcel.
I have attached a copy of the Plat of Survey for the parcel originally conducted 7/11/97 by Robert A.
Talarczyk of New Glarus. The survey was modified on 2/18/98 to calculate net acreage after deduction of
the portion of the parcel beneath the right-of-ways for Paoli and Speedway roads. I have also attached a
copy of a 1986 aerial photograph of the property obtained from the Dane County Agricultural&Extension
Center-ASCS.
Both documents show both Paoli Road and Speedway Road, the two roads that bound the property. The
aerial photograph also shows a dirt road, running from he Southwest corner North to the North border of
the property. This road continues through the Salsbury property, ending on Schaller Road. Note that the
aerial photograph was taken before the north 2 acres were sold to Brian&Marie Salsbury. I have indicated
the approximate current property line(currently a fence line)on the photograph.
No structures are currently located on this property. I also have indicated on both documents the proposed
location of my home,as well as the area to be rezoned R-1A. Both documents show the approximate
location of the home and R-IA area as well as the distances from Paoli and Speedway Roads. Distances
were taken from the midpoints of the respective roads.
