I've also indicated two alternative driveway locations to access the proposed building site. I prefer the <br /> Paoli Road access,as it is the shorter of the two drives and has the least impact on the tillable land. <br /> Because it cuts across tillable land,the Speedway road access would appear to be more inconsistent with <br /> the Town of Montrose Land Use Plan. Unfortunately,the dirt road already on the property is at a grade <br /> significantly below my proposed building site and would require a very long and steep drive to access my <br /> site. <br /> 4.Type of action Requested: <br /> (a) Zoning Request-Rezone a portion of approximately 1 acre from A-1 Exclusive to R-1A(site <br /> for construction of my home). This parcel has gross acreage of 37.83 acres and net acreage of <br /> 36.03 acres. The attached meets and bounds description defines a 1.4 acre R-1A parcel, <br /> leaving net A-1 acreage of 35.02.acres. <br /> 5. Miscellaneous Information <br /> I am attaching a copy of the Town of Montrose Soil Productivity Classification Map with the property <br /> location designated. <br /> Between 1988 and 1995 we owned a 45 acre parcel in the Town of Primrose. The property, located at 180 <br /> Highway 69, is at the bottom of Spring Valley Hill. The farm buildings including the house were the <br /> original Argue homestead, established before the turn of the century. When we acquired the property from <br /> Earl Elmer,the upstairs of the farmhouse hadn't been lived in for 30 years and the downstairs badly needed <br /> updating. We gutted and rebuilt the house,taking its decor back to that common in this area in the 1890's. <br /> The property is now a Bed and Breakfast. Except for a small amount of reforestation,the majority of the <br /> tillable land was kept in agriculture production during our ownership of the property. We believe we were <br /> a good steward of that piece of land and we believe we'll be a good steward of this parcel. <br /> We hereby acknowledge a copy of the Town's Land Use Plan,which will be returned to the Town Clerk <br /> when action is complete. I have reviewed the Land Use Plan for the Town of Montrose and believe our <br /> proposed use is consistent with the plan. <br /> This is a slightly modified version of the second of two rezoning alternatives we submitted to the Town of <br /> Montrose Land Use Committee for approval on February 23, 1998. The modification in this request <br /> corrects a technical error in the February 23rd proposal which requesting rezoning a 1 acre portion of the <br /> property to RH-1. County zoning regulations require a minimum of 2 acres for RI-I-1 zoning. On the other <br /> hand,a R-IA parcel must exceed 1/2 acre. The modification we are submitting(from RH-1 to R-1A) <br /> brings this request into compliance with Dane County zoning regulations and places a more stringent set of <br /> requirements(the R-1A requirements)on land use in the residential portion of the property. <br /> The other proposal submitted on February 23,asked for rezoning of the parcel from A-1 Exclusive to A-2 <br /> • <br /> and a two acre portion of the parcel to RH-1. The Land Use committee reviewed both proposals and was <br /> somewhat indifferent between the first and second proposal as long as deed restrictions were placed on the <br /> second proposal limiting use in the A-2 portion to uses permitted under A-1 Exclusive. The Land Use <br /> Committee recommended the first proposal in that it maintained the majority of the land in A-1 Exclusive, <br /> a zoning classification more consistent with the objectives stated in the Town's Land Use Plan. <br />
