This proposed more intensive rezoning appears to conflict with adopted <br /> town/county policies in the Town of Mazomanie. <br /> The general commercial policy which applies is: <br /> 3. Non-agricultural commercial uses will be limited to small contractors, vehicle <br /> storage and limited outside storage of materials such as provided currently in the <br /> "Limited Commercial Zoning District."Rezoning for such uses will be considered <br /> if the following criteria are met: <br /> a. Minimal conflict with nearby residences and farm operations. <br /> b. No septic tank installation will be required to serve the commercial use. <br /> c. The service offered is one generally needed by residents of the town. <br /> d. A minimal area is proposed to accommodate the specific use. <br /> e. The use conforms to the goals and policies of the appropriate plan district(see <br /> Section III). <br /> Staff Comments Related to Policies: <br /> This is an existing house and commercial building, built under the terms of the LC-1 Limited <br /> Commercial District. <br /> As you can see,LC-1 is a district which is consistent with the adopted plan policy. However, <br /> the C-1 zoning requested allows for many more intensive uses, which are inconsistent at this <br /> rural location. <br /> There are other rural residences along this quiet town road. <br /> The proposed use is an experimental lab and assembly plant for medical equipment. The <br /> "services generally needed by town residents" is related to the LC-1 District, which is limited to <br /> contractors such as landscapers or electricians and storage of equipment. <br /> The total site is 7.5 acres, while the existing Lc-1 zoning is half that size. There does not <br /> appear to be any rationale for a 7.5 acre area zoned C-1 in the application. <br /> The adopted town-county goals for this area(Dunlap Creek Valley) are: <br /> "1. Preservation of farmland and protection of farm operations from encroachment <br /> of non-compatible uses. <br /> 2. Preservation of the isolated and scenic rural character of the wetlands, open <br /> valley floors and adjacent hillsides and ridgetops. <br /> 3. Recognition of the special character and value of this valley to the town, the area <br /> and the county. <br />
