There is an intermittent stream crossing the north edge of the subject site, but existing <br /> flow in this channel suggests that it is not navigable(see Exhibit B). FEMA maps show <br /> an approximately 300 foot wide floodplain area straddling that stream. The proposed <br /> buildings may be at least partially within the floodplain. Development is not <br /> recommended within any floodplain area. Staff advise that a more exact determination <br /> of floodplain boundaries be made before CUP approval. In any case, an erosion control <br /> plan will be required prior to issuance of a zoning (building) permit and further <br /> excavation. <br /> D. Approval of CUP 1364 was conditioned upon approval of a waste management plan. <br /> Comments from both Environmental Health and Land Conservation suggest the need for <br /> a new waste management plan for the project. Environmental Health also indicates that <br /> insect/vermin and odor control should also be considered. <br /> E. There are existing residences immediately east of the subject property along CTH TT. <br /> The remainder of the surrounding area is primarily agriculture and open space, with <br /> some additional residences across TT. A fence on the east side of the subject property <br /> and a dense wooded area along TT provide visual screening(see Exhibit A). <br /> F. Staff has preliminarily reviewed the request against the six conditions for granting a CUP <br /> in S. 10.255(2)(h). In general, it appears that the expansion would be compatible with <br /> the surrounding area. However, staff was unable to conduct a complete review given the <br /> plan materials and project description which are available thusfar. Questions related to <br /> the standards include the following: <br /> 1. What is the public health and welfare impact? Will there be a greater impact on <br /> adjacent properties than the existing CUP? Waste management will be important. <br /> Further, although the visual impacts will be mitigated, noise and odor impacts are <br /> more difficult to determine. Staff advise that the applicant submit information on <br /> noise mitigation techniques, including any sound baffling in the buildings where dogs <br /> will be boarded/trained, and estimates of the volume of manure and wash water <br /> expected. Also, plans for waste management, erosion control, odor control, and <br /> pest/vermin control should be submitted. At the discretion of the Committee, <br /> approval of these plans can be made conditions of CUP approval. <br /> 2. Will adequate utilities, access roads, drainage, and other necessary site <br /> improvements be made? Staff advise submittal of a revised site plan prior to action <br /> on this CUP. That plan should be drawn to scale and include <br /> a) The location and dimensions of all existing and proposed buildings and other <br /> structures (e.g., fencing) on the property, <br /> b) Delineations of the intermittent stream and floodplain area by a registered <br /> land surveyor. <br /> c) The location of the private well, septic system, and septic drain field. All <br /> buildings must be at least 50 feet from the well (or else a variance is <br /> required). No buildings or parking may be in the drain field. <br />
