F. PUBLIC, LOCAL GOVERNMENT AND AGENCY INPUT
According to the Town Clerk's office,the Town of Burke has voted to recommend approval of
the rezoning and the CUP with the following conditions:
1. No more than 105 dogs and 20 cats shall be boarded at one time.
2. All boarded dogs shall be indoors between the hours of 6:00 p.m. and 7:00 a.m.
The Department of Environmental Health has suggested that the septic system attached to the
kennel building and caretaker residence be brought up to current code requirements as a
condition of approval.
As of this writing, no other County Department or the RPC had yet reviewed the request.
G. SITE AND NEIGHBORHOOD PLANNING ISSUES
The site plan submitted with the petition lacks detail and is difficult to interpret. This makes it
difficult to determine if the plan complies with all applicable ordinances and regulations. In
addition, if the CUP is approved, a sufficiently detailed site plan is necessary to make sure
zoning or construction permits are consistent with the CUP provisions. At a minimum the site
plan should include scaled, dimensioned and clearly labeled drawings of each of the following:
1. All property lines, rights-of-way and easements;
2. All existing buildings, fences and structures, identified by use (e.g. "Kennel");
3. Any proposed additions or expansions of existing buildings;
4. Any proposed new buildings or other structures;
5. Proposed parking areas and driveways;
6. Access to the State Highway;
7. The location of any wells, septic tanks and utility lines;
8. Any significant natural features, including wetlands, lakes, rivers, streams, drainageways or
steep slopes, and;
9. Any proposed landscaping or screening.
The Department of Planning and Development can provide examples of appropriate site plans.
The applicant may find it helpful to hire a professional surveyor or engineer to prepare a
sufficiently detailed document.
H. ADDITIONAL APPROVALS REQUIRED
Zoning permits will be required before any expansion or alteration to the existing structures or
construction of new structures can take place. An inspection of the existing septic system and
possibly a state sanitary permit may also be required if alterations change the living space of any
structure.
