COMPOSITE REPORT - Page Z. APPLICATION NO. y B <br /> STAFF COMMENTS <br /> REGIONAL PLANNING <br /> CUP 1418. This proposed mineral extraction site expansion is in an agricultural preservation area between Fish <br /> Lake and Crystal Lake in the Town of Roxbury. <br /> The town/county plan policies allow for site expansion if the following standards can be met with adequate <br /> conditions placed on the approval: <br /> 1. That the establishment,maintenance,or operation of the conditional use will not be <br /> detrimental to or endanger the public health, safety,comfort,or general welfare. <br /> 2. That the uses,values and enjoyment of other property in the neighborhood for purposes already <br /> permitted shall be in no foreseeable manner substantially impaired or diminished by establishment, <br /> maintenance or operation of the conditional use. <br /> 3. That the establishment of the conditional use will not impede the normal and orderly development <br /> and improvement of the surrounding property for uses permitted in the district. <br /> 4. That adequate access roads,drainage and other necessary site improvements have been or are being <br /> provided. <br /> Comments <br /> 1. This proposed expansion is along a narrow,curving town road which serves a significant summer seasonal <br /> population at each of the two lakes. <br /> 2. The proposed expansion is within approximately 200 feet of a seasonal mobile home park,which was <br /> recently redesigned and approved.There appear to be significant potential use conflicts between the <br /> seasonal residential use and the expanded mineral extraction. <br /> 3. The mineral extraction activity as well as the truck traffic on the rural roads could have substantial impact <br /> on the nearby lakes and adjacent development. <br /> 4. If this site is approved,there may need to be improvements to Crystal Lake Road and Schoepp Road.The <br /> reclamation plan should provide for screening during the operation and reclamation of the existing <br /> extraction site along Crystal Lake Road,as well as reclamation of the expanded site. <br /> ENVIRONMENTAL HEALTH (septic, etc.) <br /> None <br /> DANE COUNTY HIGHWAY <br /> OTHER <br /> • <br />
