PLANNING COMMISSION MEETING 2-28-96 ATTENDED BY: John Walters, Lorie Kempfer, Margot Babler, and Bill Franz Roger Grant ALSO:Dave Wiganowsky, Bill Kurt, Ken Bedker, Kent Krisher, Deb Stenson, Merlin Stegman, Jennifer and Kevin Klas. The meeting was called to order at 7:50 p.m. PUBLIC COMMENT: None MINUTES OF 2-5-96 were read. Deputy Clerk pointed out that the first draft of the meeting minutes was written improperly. Corrections to official meeting minutes more accurately reflect facts and events. Motion by Grant to accept revised meeting minutes which accurately reflect the events of that meeting, and also reflect the true meaning and intent of the Planning Commission. Babler second. Unanimous acceptance of meeting minutes. ''Clerk to record changes for the record. 1st DRAFT: Motion by Babler to deny the conditional use permit due to the safety issues concerning the gas pipeline. Second by Franz for purpose of discussion. ADOPTED VERSION OF MINUTES: Motion by Babler to deny CUP 1298 based upon the written recommendations set forth in the entitled Recommendation Re: CUP 1298. Second by Franz. Roger Grant was appointed to the Planning Commission for a three year period beginning 2-28-96. Noted that there is still one position left to fill. Wiganowsky stated that he had asked Ed Scherd to consider the position. OLD BUSINESS: Reviewed the Klas CSM issue. Walters had Kevin Klas point out exact area in question. Walters stated that the problem was that the land use plan does not allow for any residential development in that area. That is the biggest block . The other factors involved are issues with the noise plan from the Airport Commission and the County Parks proposal for that area. Walters stated they will research all issues and put this as an agenda item for the Planning Commission to discuss at the March 13, 1996 meeting. Babler gave report regarding the joint mtg with Blooming Grove and Cottage Grove she and Mary Urban attended. Stated the purpose of the meeting was to discuss the formation of a joint municipal court to handle ordinance violations. Usually is a money loosing proposition. The coats are not effective at this time. 2/3rds of all tickets in Town of Cottage Grove are traffic and the remainder are mostly NSF checks, dog problems, etc. Stated that at this time, there is no real need for a program like this in the Town of Burke. Will submit notes to Clerk to keep on file for future consideration. Letter from Planning Dept regarding the Francis Lockman certified survey denial. Clerk will contact Lockman to see how he would like to proceed. UWEX SEMINAR-MARCH 18,1996: Wiganowsky recommended that all members of the Planning Commission attend seminar. The Town will pay for registration fees and mileage to the seminar.
