•
8) Driveway Placement Form. Acceptable to the Plan Commission and Town Board,
with the addition of a notation to return the form to the Clerk/Treasurer at the Pleasant
Springs Town Hall.
ANY OTHER SUCH BUSINESS AS MAY BE PRESENTED
1) Terms for Commission members Ron Ritchie, Colleen Gregorich and Richard
Pertzbom expire in the Spring of 1996. Donna Leverenz is resigning her position as of
April 30, as she is moving out of the Town. If Commission members wish to continue
serving they need to submit a letter. Richard Pertzbom, the Town Board Representative
on the Plan Commission, wishes to continue in that position. Colleen would like to be
appointed to Donna Leverenz's position, although she would carry on the Chair position
for one more year. Per Town ordinances, once a Parks Committee is formed, the
Chairperson of that Committee will fill the next available vacancy on the Plan
Commission. If Richard Pertzbom remains on the Plan Commission, perhaps the intent of
the ordinance could be fulfilled, as he is the Town Board Representative on the Parks
Committee.
ASSESSOR/BUILDING INSPECTOR by Pat Clark. Board of Review
date was set for Wednesday, June 5, from 5:00 p.m. to 9:00 p.m.
TREASURER/BILLS by Treasurer Deb Neal. Motion by Sup. Hougan,
second by Sup. Peterson and carried to accept the January and February reports and the
March 21 large bills totaling 16,983.15.
CORRESPONDENCE A letter of resignation was received from Plan
Commission member Donna Leverenz. It will be placed on the next agenda.
OLD BUSINESS
1. Dog ordinance. A committee consisting of Sup. Hougan, Constable Shaffer and C/T
Neal will go over and make recommendations. Discussion of anonymous complaints
resulted in the reiteration of previous policy that anonymous complaints will be taken and
reported to the Constable for investigation, but the caller will be told that official action
with consequences cannot be taken without a name on the complaint. The committee will
report at the April 16 Town Board meeting. Chr. Schuck will contact the Town Attorney
on ordinance amendment procedures.
2. Vacating Moe Street. John Bacher has been given information on the procedure by the
C/T. The Town does not have the authority to vacate streets.
NEW BUSINESS
1. Ralph and Cathy Rio-burning on road right of way. A neighbor continues to burn on
their road right of way despite their objections. The Constable has also talked to the
neighbor. The Town Board and Constable agree that this should not be allowed, but no
specific ordinances or laws seem to have been broken. Although this is not public
property, it is Town property. Chr. Schuck will write a letter expressing the Town's
position on this matter.
2. Ronnie Mattheis- request for bicycle race on Town roads. Mr. Mattheis and Lucy
Wall joined the Board for discussion. The Two Tyred Wheehnen would like to hold a
race in the Town on the same route as the Badger State Games, except for the start/finish
line, which will be at the intersection on Church Street and Koshkonong Road. The
churches will be contacted for approval, pending approval of the Town Board. Motion by
Sup. Hougan, second by Sup. Peterson and carried to approve the bicycle race tentatively
