l
CONTINUED ITEM #2
I spoke with Scott Podboy on 6/6/96 regarding what type
of septic system was actually installed and for what
purpose it was intended to be used for . Scott Podboy is
one of the septic inspectors for this area . He was
familiar with this parcel of land and informed me that
the septic system was a Standard Residence System for
household only with a bathroom in a small shop
( CODE ILHRE83 ?) . Scott said this new system is not
setup to handle animal waste and that there was no
mention of this type of use when the permit was issued.
Scott stated that he would be glad to speak with you
regarding this septic system. He suggested there must be
a mis-understanding in the use of this system. His
office hours are M-F 7 : 45 A.M. - 9 : 00 A.M . , then he' s in
the field.
In the planning board meeting minutes . it states that
the "animal waste would be handled by a septic system
that has been designed for the property" . According
to the permit it was designed to handle house only at
normal rate of 450 gallons per day with a bathroom in
shop which increased the useage to 490 gallons per day .
My concern is that the animal waste issue has not been
resolved.
3 . Animal waste stock piled or composted is going to create
an odor . According to the pitch of the ground this will
have a natural wash into the Koshkonong Creek , causing
expensive cleanup from the DNR.
4 . Because we live in a wet and marshy area there are many
species of Wildlife living on the proposed property and
adjoining property of 2080 CTH BB. Red Tail Hawks , White
Owls with young, Blue herrings , Cranes , Geese, Deer, and
Pheasants to mention a few. I spoke with Carl Batha at
the department of Wildlife on 6/5/96 , regarding what type
of affect a kennel would have in this area. The wildlife
in this area will be substantially affected by the noise
nuisance alone . But if the run out areas of the animals
has a natural drain into the Koshkonong Creek affecting
the animals water supply and habitat , they will either
die or leave.
I have lived here on this property a majority of my life ,
I was raised to respect and protect the wildlife as they
are part of the circle of life. I believe they need to
be a factor of concern in the decision making process for
this proposal .
