(7) The Town of Oregon Plan Commission approved the proposed plan amendment (text <br /> and map) on November 26, 1996. The Town of Oregon Board will be asked to approve the <br /> plan amendment on December 2, 1996. <br /> (8) The Dane County Board will be asked to adopt the plan amendment on December 5 <br /> or December 19, 1996. <br /> (9) The plan amendment designates agricultural preservation and transition areas, <br /> including 4,462 acres designated for agricultural transition. The plan amendment adopted by <br /> Dane County removes these 4,462 acres from the 1981 plan. The department estimates that <br /> the plan amendment will also remove another 1,400 acres of land designated for rural <br /> development, from their current agricultural preservation status in the 1981 plan. <br /> (10) Dane County has justified the reasonableness of the transition areas based on the <br /> amount of current development, projected housing demand, constraints on dwelling unit <br /> density, and use of groundwater recharge areas. Dane County has also provided updated <br /> studies on agricultural use and productivity, housing and public facilities plans, and updated <br /> programs and policies for capital improvements, open space and special environmental <br /> resource protection, and procedures and standards for regulating private waste disposal <br /> systems. <br /> (11) The plan amendment states that the county will take the plan amendment into <br /> consideration when approving requests to rezone land into or out of exclusive agricultural use <br /> districts. <br /> (12) Dane County has demonstrated that the plan amendment is consistent with other <br /> land use plans which apply to the Town of Oregon. The plan is also free of internal <br /> inconsistencies. <br /> (13) The plan amendment identifies, on a section-by-section basis, the lands that are <br /> removed from agricultural preservation areas. It also identifies the reasons for removing <br /> those lands. These findings comply with s. 91.55 (2), Wis. Stats. <br /> (14) Dane County has provided properly titled maps of agricultural preservation and <br /> transition areas at the appropriate scale. Dane County has also provided, in lieu of an <br /> existing land use map, aerial photos and information on developed parcels. <br /> (15) The proposed plan amendment includes all the provisions required under subch. IV, <br /> ch. 91, Wis. Stats. <br /> (16) The department recommends that the LWCB certify the plan amendment for the <br /> years 1996 through 2005, subject to the following conditions: <br /> (a) The Dane County Board must adopt the plan amendment (text and map dated <br /> November 26, 1996) before December 31, 1996, with the following minor text changes: <br /> 1.
