Minor agreed text changes to correct inconsistencies in the appendix which <br /> identifies lands removed from agricultural preservation status, and explains the reasons for <br /> their removal. <br /> (b) Dane County must file with the department an official record, certified by the <br /> county clerk, showing that the Dane County Board has adopted the plan amendment <br /> according to par. (a). The record shall include a copy of the plan amendment as adopted by <br /> the Dane County Board. <br /> (c) Dane County must provide a written statement from the county corporation <br /> counsel indicating that the plan amendment was adopted according to county and municipal <br /> law under chs. 59 through 68, Wis. Stats. <br /> CONCLUSIONS OF LAW <br /> (1) The LWCB is responsible for certifying agricultural preservation plans under ss. <br /> 91.06, 91.59, and 91.61, Wis. Stats. The department is responsible for reviewing <br /> certification requests and recommending certification decisions to the LWCB. <br /> (2) In order to be certified by the LWCB, an agricultural preservation plan must <br /> comply with standards specified under subch. IV of ch. 91, Wis. Stats. <br /> (3) Before the LWCB certifies an agricultural preservation plan, the LWCB or the <br /> department may require a county to document that the plan complies with subch. IV of ch. <br /> 91, Wis. Stats., and that the plan was adopted in compliance with statutory procedures. The <br /> LWCB may deny certification if the requesting county fails to submit relevant documentation <br /> upon request. <br /> (4) The proposed Dane County agricultural preservation plan amendment for the <br /> Town of Oregon complies with ch. 91, Wis. Stats. The LWCB should therefore certify the <br /> plan for the years 1996 through 2005, subject to the conditions specified in Finding of Fact <br /> (16). <br /> ORDER <br /> NOW, THEREFORE, IT IS ORDERED that: <br /> (1) The Dane County agricultural preservation plan amendment for the Town of <br /> Oregon is certified for a term beginning in 1996 and ending on December 31, 2005, subject <br /> to the following conditions: <br /> (a) The Dane County Board must adopt the plan amendment (text and map dated <br /> November 26, 1996) before December 31, 1996, with the following minor text changes: <br /> 1.
