-19d7 dA jra e 1°5467, <br /> 5383-411 Mariner's Cove Dr. <br /> Madison,WI 53704 <br /> HAND DELIVERED FEBRUARY 24, 1997 TO: <br /> Dane County Planning & Development <br /> Zoning Division <br /> Room 116 City-County Building <br /> Madison, WI 53709 <br /> Re: CUP#: 1408 <br /> We are in opposition to the requested conditional use permit and the proposed condominium <br /> development bounded by the currently unimproved Hanson's Landing Road adjacent to Mariner's Cove <br /> Condominiums, Mariner's Inn restaurant/parking lot and the river front property parcels 16, 17, 18, 19, and <br /> 20 along Brickson Park Road in the Town of Westport. The proposed project will have a significant <br /> negative impact on all residents in the immediate area and in particular the thirty-three owners of units in <br /> buildings 300 and 400 of Mariner's Cove. We are urging the Dane County Planning & Development <br /> Zoning Division not to approve this conditional use permit for the following reasons: <br /> 1) The project will add excessive traffic flow and population density to an already dense <br /> population in the area consisting of two restaurants, three large apartment complexes (130 <br /> units), three large condominium complexes (106 units) and only eleven (11) single family <br /> residences. <br /> 2) Traffic flow into and out of the area is served by Westport Road connecting to County"M"to <br /> the North and the City of Madison to the South with no traffic control lights at either end. <br /> Egress to County"M"west is already troublesome and would likely become impossible during <br /> rush-hour traffic owing to the significantly augmented population density in the area. <br /> 3) The project may require the development of the currently undeveloped Hanson's Landing <br /> Road, thereby eliminating precious green space available to the neighborhood. <br /> 4) The physical placement, size, and height of the proposed building does not blend well with <br /> the location of current structures and places the rear of the proposed project directly in front <br /> of the living room and master bedroom windows of 33 Mariner's Cove condominium units. <br /> 5) The proposed 3 or 4 story building on top of underground parking is a fantasy. Ground water <br /> is at issue here and the developer's awareness of the water table is based on a minimal <br /> number(3 or 4)soil borings taken during the lake's low level period. A comprehensive <br /> ground water profile, based on borings taken during a moderately high lake level period, <br /> would likely lead a responsible developer to propose a scaled back, less ambitious, structure. <br /> The building proposed by the developer would amount to a view blocking monstrosity given. <br /> its proximity to buildings 300 and 400 of Mariner's Cove. <br /> 6) The 33 owners of condominium units in buildings 300 and 400 of Mariner's Cove are <br /> particularly concerned that the proposed project will significantly reduce their property values <br /> because of reduced view of the Yahara River shoreline. <br /> We feel a more compatible use of the property, and an alternative we have strongly encourage the Town <br /> of Westport Plan Commission to explore further, would be to allow development of single family <br /> residences on the river front parcels currently zoned R-1 and to establish and develop the small triangle <br /> parcel as a Town of Westport public neighborhood ' <br /> ms`` . -, <br /> Respectfully Submitted By: S E • bri E ; <br /> FEB 2 419Ar1' ' ° F <br /> +!mes D. and Joan W.
