HAND DELIVERED FEBRUARY 24, 1997 TO: <br /> Dane County Planning & Development <br /> Zoning Division <br /> Room 116 City-County Building <br /> Madison, WI 53709 <br /> SUBJECT: CUP#: 1408 <br /> FLETCHER CONDOMINIUM DEVELOPMENT <br /> The residents of Mariner's Cove and Lighthouse Bay Condominiums, along <br /> with other single-family residents in the neighborhood are opposed to the <br /> subject condominium development. The purpose of this correspondence is to <br /> state our opposition and to request that Dane County delay granting a <br /> conditional use permit for this development until further information can be <br /> obtained concerning overall long-term land use options and allow time for the <br /> Town of Westport to complete its review of this project. Specifically: <br /> 1. The immediate neighborhood has no park land. There are only two <br /> remaining parcels in the neighborhood that have the potential for park <br /> land -- the subject parcel and another parcel fronting Westport Road <br /> adjacent to the Nau-ti-gal restaurant. It is our understanding that there <br /> are funds available through the DNR and possibly the Town of Westport <br /> for park development. Before any decision is made regarding the this <br /> development, we have asking the Town of Westport to explore all options <br /> to insure some type of future park land for the neighborhood. <br /> Based on recent Village of Waunakee population projections and future <br /> park land development, Waunakee is suggesting one acre of park land <br /> for each 100 population (See attached Waunakee newspaper article, <br /> Village Board OK's Park Plan). Our neighborhood has 248 residences <br /> with an estimated population of 750 and no park land. <br /> 2. An overwhelming number of neighborhood residents have expressed <br /> opposition to this particular multi-family development, evidenced by 76 <br /> signatures submitted to the Westport Plan Commission in January. <br /> 3. Owners in Buildings 300 and 400 at Mariner's Cove are very <br /> concerned that the proposed development will result in a decrease in <br /> their property values based on the fact that the proposed development <br /> will severely block views, eliminate privacy and add traffic. All owners at <br /> Mariners Cove are at risk of reduction of their property value as well. <br /> 4. Density remains a very important concern. The attached Growth of <br /> Domicile Units in the Westport Road Neighborhood illustrates the <br /> significant growth of multi-family housing in recent years. The density <br /> issue needs to be looked at on the cumulative neighborhood impact <br /> rather than individual developments. <br />
