.r <br /> COMPOSITE REPORT-Page • Revised 25 Mar '7 ee * Application CUP 1414 <br /> DANE COUNTY PLANNING DIVISION STAFF COMMENTS <br /> I. BACKGROUND <br /> A. The applicant is the land owner. The developer is a construction company desiring to do work <br /> on two state highway projects coming in over the next two years. The operation would be terminated <br /> upon completion of the highway projects. <br /> B. The request is for a CUP for a government related use as a quarry. The operation is for the <br /> simple removal of the deposits on the site. No crushing, blasting or screening of the material is <br /> involved. Material would be dug and loaded at an elevation above ground water. <br /> C. The property is adjacent to highways 12 & 18 which is one of the projects for which the material <br /> would be used. Quarry access is anticipated off of Highway 12 & 18 only. The quarry site is <br /> adjacent to a DNR wetland area which lies on this property. The wetland area is adjacent to a branch <br /> of Door Creek which runs along the south east side of the property. Request has defined two borrow <br /> areas. One area for the 1997 season and one for the 1998 season. Work is anticipated to be complete <br /> by September of 1998 including reclamation. The Swensen home is located on the north side of the <br /> property and would appear to be the closest residential point of contact with the project. Two other <br /> houses are adjacent to the project. One is assumed to be the applicants and the other is immediately <br /> adjacent. <br /> D. The applicant has not yet received the access approval which needs to be submitted through the <br /> Dane County Highway department. WisDOT has indicated that access to Highway 12 & 18 should <br /> be satisfactory with appropriate improvement and controls.No temporary asphalt or concrete plant is <br /> anticipated. The Town considered this matter at their 17 March meeting and approved the project <br /> with a list of conditions. <br /> II. ANALYSIS <br /> A. RPC staff comments reflect the information contained above. <br /> **B. The potential for runoff from the project into the adjacent wetland would appear to be the most <br /> significant environmental problem. The applicant submitted erosion control plans with the <br /> application and was referred to Dane County Land Conservation for further review. ** Applicant has <br /> now reviewed their project with the Dane County Land Conservation department but final plans have <br /> not yet been approved. <br /> **The basic reclamation of the project is shown in the application and is fairly simple for this project. <br /> Top soil will be stripped, the material removed and the top soil replaced in grades somewhat flatter <br /> than the original. Current grades are approximately 6 to 1 and finish grades would be approximately <br /> 3 to 1. Fueling of vehicles should be limited to the loading equipment on the site since hauling trucks <br /> will be fueled off of the site. Dust issues have not been raised but are moderately conditioned in item <br /> 8 of the draft conditions. **Unlike some previous CUPs, no fencing has been included in the <br /> application or Town conditions, requirements are included in the draft condition which are similar to <br /> previous CUPs. Revised information from the applicants suggests : <br /> in4 To prevent unauthorized access to the site, a fence and locked gate will be placed at the entrance <br /> Ato the site along highway 12/18. In addition, the site will be marked with No Trespassing signs . <br /> to prevent public access to the site. <br /> Factors involved would be steepness of slopes during excavation, standing water on the project(none <br /> expected) , proximity to other residences, particularly those with children, and other equipment stored <br /> on the site. <br />
