evaluate if a change to the plan -- to the degree proposed by the <br /> petition -- is warranted and serves the public interest for the <br /> Town . An outline for this evaluation has been adopted in the <br /> Town' s Comprehensive Plan and through the Town' s Extra- <br /> territorial Zoning Ordinance with Sun Prairie and is appropriate <br /> to follow in this situation as well . <br /> Is the proposed amendment correcting an oversight or an error in <br /> the Plan? <br /> Has a change occurred in the land development market , or have <br /> other factors arisen which justify a new form or type of <br /> development? Factors including but not limited to: the <br /> availability of new data, the presence of new roads or other <br /> infrastructure, additional development, annexation, or other <br /> zoning changes, that may make a different land use plan <br /> designation and zoning district more appropriate for the subject <br /> property. <br /> Has the community's desires changed? <br /> How does the proposed amendment maintain the desired consistency <br /> of land uses, land use intensities and land use impacts as <br /> related to the environs of the subject property? <br /> Is the Public's health, safety and welfare preserved by the <br /> proposed change? <br /> Applicable provisions of Comprehensive Plan : <br /> Goal 1 . Assure a variety high quality housing opportunities <br /> for Town residents . <br /> Goal 3 . Protect and enhance the unique identit_ of the Town <br /> of Windsor . <br /> Goal 4 . Create and maintain a high quality environment . <br /> Prohibit new residential development either by plat or <br /> Certified Survey Map at a density greater than 1 <br /> dwelling unit per 35 a ores without providing public <br /> sanitary sewer service . <br /> Goal 5 : Attain a viable balan___. of land uses that reflects <br /> the community ' s desire for a rural /agricultural character . <br /> Preserve and support agricultural production activities <br /> in areas that are currently in predominantly <br /> agricultural u.z..e and/or are zoned in an exclusive <br /> agriculture classification. <br /> Require non-farm residential development to he served <br /> by public sanitary sewer and water systems . <br />
