Each renewal <br /> shall be for a five (5) year period only. <br /> The applicant has requested a twenty (20) year conditional use <br /> permit with a ten ( 10) year extension. The amount of material is <br /> an important mineral resource to the farmers and rural people in <br /> Dane County. There is a large capital investment necessary to <br /> engage in quarrying operations and it is necessary to have the <br /> twenty (20) year period to amortize the capital investment. In <br /> addition, the large nature of the deposit will require at least <br /> twenty (20) years of quarrying activity so that it may be utilized. <br /> 8. Ingress and egress to the quarry shall be across Section <br /> 23 to Highway B. The applicant, during his presentation <br /> to the public, stated that ingress and egress would be <br /> across this section to save the wear and tear on Township <br /> roads. This ingress/egress shall be used as a "haul <br /> road" and shall be maintained dust free by the <br /> owner/operator. We direct your attention to the red line <br /> on Exhibit A and the red line on Exhibit B for reference. <br /> In the event crossing Section 23 is not acceptable to <br /> your committee, the Township is requiring the applicant <br /> to bring Roshkonong Road (from Highland to Clearview) and <br /> Clearview Road (south from Roshkonong Road to County <br /> Trunk Highway B) up to Class A Highway standards <br /> consistent with Dane County Highway and Department of <br /> Transportation regulations. Applicant shall improve the <br /> visibility of the Clearview Road to provide a minimum of <br /> a 500 feet line of sight or consistent with the <br /> regulations and recommendations of the Dane County <br /> Highway Department or those agencies in charge of roadway <br /> regulations. All roadway construction plans shall be <br /> submitted to the Town of Christiana, Dane County Highway <br /> Department, and the Department of Transportation for <br /> approval. There shall be a turning lane installed at the <br /> intersection of Clearview Road/Roshkonong Road and <br /> Clearview Road/County Trunk B. <br /> No Town roads, other than across Section 23, shall be <br /> used without specific written permission of the Town <br /> Board in unusual circumstances. <br /> 4 <br />
