First, <br /> quarrying operations have taken place on this parcel in the past, so this <br /> will not be a new use for the property. In addition, even though the <br /> recycling operation will be new, it uses similar equipment and will <br /> process similar materials. As a result proposed operations at the sits will <br /> not be substantially different from previous operations <br /> Second. the availability of virgin materials at the site will enhance the <br /> marketing of recycled product in the following ways. Sale of virgin <br /> material can begin relatively quickly, providing a cash flow and a subsidy <br /> for the recycling operation until it becomes profitable. Also virgin material <br /> can be mixed with recycled concrete etc. for road base and fill material. <br /> This will increase the perceived quality of the material to potential users. <br /> allowing them to become more comfortable in using material with a <br /> higher or even 100% recycled content. <br /> Items 5 a-b.
