BOULEVARD <br /> i <br /> MADISON,WISCONSIN 53709 <br /> „' 608/266-5758 <br /> TO: Mike Thiesen <br /> Chair,Town of Madison <br /> FROM: Gail Rutkowski <br /> Dane County Supervisor, 14th District <br /> RE: CUP#1219, Public Hearing January 9, 1995 <br /> I would like to state the following concerns at the proposed apartment complex east of 2818 Todd <br /> Drive in the Town of Madison. <br /> 1. Diversity of housing stock in all areas of the County,as well as the city should be distributed <br /> throughout, not concentrated in certain areas. The Town most certainly has its share of"low end" <br /> apartment complexes. And the City's District 14 also has it's fair share of low income housing,which is <br /> adjacent to this parcel. <br /> 2. The Todd Drive Efficiency apartments are across the street from this parcel. What is the occupancy <br /> rate of these apartments? What is the crime rate associated with these apartments? What does the market <br /> warrant? Has there been a feasibility study that could answer these and other financial viability <br /> questions? <br /> 3. The density of the proposed studio housing creates an overcrowding of people and of the lot itself. If <br /> there are to be couples with children,where are the children to play? In the parking lot or on the street? <br /> 4. I question the set backs proposed on the lot. Will the correction of these setbacks and easements cause <br /> further spacial density? <br /> 5. If this housing were to be subsidized, it would most likely fall into SRO(Single Room Occupancy), <br /> which is used by General Assistance recipients. Are there the services for these type of residents? <br /> Transportation,shopping within walking, medical facilities, etc. If these services were not readily <br /> available,would these units be feasible for this use? <br /> 6. What are the cost of services for this type of housing versus the tax base that it produces? Is this <br /> feasible for the Town? <br /> Dane County has a quality of life that is admired. We must preserve this quality of life for everyone. <br /> Further promoting this type of density of housing stock in this area of Dane County has historically <br /> produced standards of living for our residents that has not accomplished this high quality of life. <br /> I urge you to to deny this CUP. <br /> CC: Town Supervisors <br /> Supervisor Bonds <br /> Paul du Vair,Pres.
