The best farmland is also the land that has <br /> good clay underneath it. We have already indicated our plans <br /> to protect against dust and noise.The question about a hole <br /> being created is not true because we are only skimming off <br /> the top layer. There will be no hole created. There will also <br /> not be any pond in the low area.The clay will be removed <br /> over two or a maximum three seasons . There will not be 200 <br /> trucks per day. At that rate all clay would have been <br /> removed in 50 days . We plan to do this over a longer term. <br /> Property values will not be destroyed. In the last site we <br /> did near McFarland , development of expensive homes are going <br /> in across the street. Of course, wildlife will be affected <br /> during the extraction but in the long term it will increase <br /> habitat. Information from Wis. DOT indicates ;many fewer <br /> accidents in the area than has been stated here. Its <br /> difficult to compare statistics whithout knowing the basis. I <br /> don' t think there will be a large impact on the business. <br /> Mark' s business right now is a trucking firm. bringing fruits <br /> and vegetables in from other places and out to other <br /> places. It is not expected that the impact will be no greater <br /> than any other construction project .As far as nitrates in <br /> the water, this is the best thing that can happen. The <br /> impact of nitrates is from the materials spread on the <br /> agricultural land . With the restriction to grasses the <br /> nitrates problem can ' t help but be improved. There will be no <br /> lake there because the Non Metallic Extraction regulations <br /> in Cottage Grove restricts the amount of clay that ; t comes <br /> out . <br /> Motion to approve northern portion and include compliance with <br /> addressed concerns in the letter of April 21 and compliance with <br /> mineral extraction ordinance and suggest negotiation with DOT to <br /> get whatever clay possible from the 12 & 18 project and with time <br /> restricted to hours of 8AM to 4PM by Mr. Scherer Seconded by Mr. <br /> Querin-Schulz <br /> Motion amended to include 2/28/89 mmeemo except item 13 and change <br /> hours from 7AM to 8AM start by Mr. Scherer and seconded by Mr. <br /> Querin-Schulz. Motion as amended carried with two objections in <br /> Mr. Griffin and Mr. Larson <br /> Wilbur Klahn - 3626 Nora Rd. - Zone change - AG 1 to RH 2 on 2 <br /> Acres - to build a retirement home - reappearance - approval <br /> required. <br /> Motion to hold in abeyance for a period of up to 3 months by Mr. <br /> Griffin Seconded by Mr. Querin-Schulz. Motion carried. <br /> Florence Laudon 2289 Uphoff Road (Laudon Rd) Section 22 - C. U.P. <br /> on 40.3 acres - for removal of sand and gravel possibly for <br /> construction of Hwy 12 & 18 - Approval required. Ms Louden held a <br /> permit from 1972 to excavate gravel but the permit expired some 9� <br />
