c <br /> July 5, 1994 Board meeting. Supervisor Kurt moved and Supervisor <br /> Hampton seconded a motion to approve of the .4 acres to be re- <br /> zoned to CO-1. Motion carried. <br /> D. Scott and Lavonne Mancheski-4254 Ridge Road-Certified survey <br /> map. Supervisor Kurt moved and Supervisor Griffin seconded a <br /> motion for approval of the RH-3 with a deed restriction that the <br /> property remain as one lot and there be no more divisions to the <br /> property. Motion carried. <br /> VI . RPC LONG RANGE PLAN PROPOSAL <br /> Bill Nitzke spoke as a representative of the long range plan <br /> committee that recommends the RPC. He said that the committee <br /> felt that RPC knows a lot about both the village and the town and <br /> thought they could "hit the ground running" without having to <br /> educate or re-educate someone else. The general feeling of the <br /> committee was that RPC was very reasonalby priced. Supervisor <br /> Hampton expressed concern that there were no facts to back up that <br /> assumption that RPC was cheaper than anyone else. He also wanted <br /> to insure that the town have the most professional service that we <br /> can to serve the town for the next ten years and was concerned <br /> about who was "pulling the strings at RPC" . Chairman Elsberry <br /> expressed the opinion that we would miss out on a tremendous <br /> opportunity to work with the village. She said the town' s plans <br /> will rely heavily on what the village does , that we cannot <br /> guarantee there will be no more annexations if we work with the <br /> village, but it might be the only chance we have to work out an <br /> agreement. <br /> Supervisor Griffin moved that the board act on this in a time <br /> frame not to exceed one week from tonight in which more <br /> information would be gathered. Supervisor Kurt seconded the <br /> motion and the motion carried 2 to 1 with Supervisor Hampton the <br /> dissenting vote. A special meeting was called for Monday, August <br /> 8, 1994 at 7:30 p.m. <br /> VII. Resolution regarding annexation of Homburg property for the <br /> new school site-Chair Elsberry reported that this caused great <br /> anger at the village and thought the town should consider <br /> rescinding it . After much discussion about the resolutions intent <br /> that it was not to anger the village, but to only encourage them <br /> to talk about how this land would be integrated with the town land <br /> Supervisor Kurt moved and Elsberry seconded a motion to place this <br /> on the agenda for the August 8 special meeting. Roll call vote: <br /> Supervisor Hampton-aye <br /> Supervisor Kurt -aye <br /> Supervisor Griffin-aye <br /> Chair Elsberry -aye <br /> VIII . ROLLING WHEELS PARK-DISCUSSION <br /> Three drawbacks were discussed about the location of the park on <br /> the old landfill site, those being: 1) its a retired landfill , <br /> 2) it has high visibility to Highway N, and 3) it has limited <br /> visibility to the homes in the area. Some of the land to the <br /> north and west that is bermed could possibly used for a prairie <br />
